  SAVE THE CHILDREN  VACANCY ANNOUNCEMENT (FOR MYANMAR NATIONAL ONLY) JOB PROFILE JOB TITLE: Project Manager (integrated child protection and education) TEAM/PROGRAMME: Integrated CP and EiE              LOCATION: Sittwe, Rakhine Area Office Number of Positions: 1 Grade: NAT-2   Type of Contract: Fixed Term CHILD SAFEGUARDING:  Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the vetting process staff. ROLE PURPOSE: The post holder will provide leadership, programme management, and team management; ensuring timely and efficient implementation of the multi sectoral and integrated interventions in education and child protection project funded by ECHO in Rakhine state.  The PM ensures that the project is implemented in line with agreed plans and quality standard. The PM ensures that the project has appropriate M&E plans that link to the programme wide MEAL system and that experience and learning from the delivery of projects contributes to advocacy work and informs ongoing project and programme design.  The PM will lead coordination and liaison with partner organizations, key government agencies at the Rakhine State as well as other Coordination mechanism. The PM will ensure building capacity of the project team and partner organizations in coordination with the Thematic Advisors, Project Lead Programme Manager and Head of Programmes. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. The PM has the primary responsibility to assist for periodic donor narrative and financial reports and also ensures that project reports are prepared to a high quality and submitted on time in line with SCI and donor compliance. SCOPE OF ROLE:  Reports to:  Project Lead Program Manager  Direct Reports:  1 Education Coordinator, 1 MEAL Officer and I CP Officer Budget Responsibility: Yes, budget oversight for the ECHO funded project for Rakhine Area  Financial Approval: Budget Allocation on General Funds up to  20,000 USD  External Representation: Interpersonal contact regular and varied in both oral and written. Negotiation and representation with senior level representatives including government level decision makers, donors, wider SC community   Travel: Occasional (up to 5 days every month) KEY AREAS OF ACCOUNTABILITY : Programme Management: •             Overall responsible for the management and implementation and quality of integrated project activities and staff; •             Ensure the effective and efficient implementation of the education programme in Rakhine State •             Manage the emergency education programme implementation, including financial management, to ensure timely delivery of programme activities (for example, phased budgets, procurement planning, monitoring against log frames, financial and budget management, performance management). •             Produce monthly data and regular narrative reports for different stakeholders as well as donor narrative reports of high quality (in collaboration with the Head of Programmes, Project Lead PM and the Thematic Advisors) in timely manner  •             Prepare timely programme and donor reports on the project activities in compliance with internal Save the Children requirements and any relevant external donor requirements. •             Working closely with the Program Advisor support the development of high quality concept notes and proposals •             Coordinate with the logistics team to put in place a phased procurement plan for all grants •             Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. •             Coordination with government counterparts and other stakeholders including members Provide guidance and technical support to the teams involved in the process Ensure project staff safety and security, and ensure all Save the Children policies and principles are upheld.  Grant Management  •             Primary budget-holding responsibility of the Rakhine Area Office for the fund related to the project;  •             Lead the discussion on the budget of the grant at the monthly Finance & Grant meetings in the Area office  •             Maintain a close relationship with the Finance & Award team on this grant, and in particular when rephrase or revise budgets as required, and formally approve the budget change decisions.  •             Monitor the project to ensure that it is managed in line with the agreed budget, and that transactions comply with Save the Children’s and the donor’s financial and compliance policies.  •             Monitor and discuss budget variances with the relevant team members, and ensure that variance issues are corrected speedily and expenditures are in line with work plan.  •             Develop timely solutions to project’s under and overspends in line with SC Member and donor requirements  •             Assist the Project Lead PM for the financial reports (produced by the Funding & Grants team).  •             Ensure that partner receives sub grants in a timely manner by coordinating with Grant and Finance teams    Programme Quality  •             Organize and support program learning with a focus on identifying best practices and lesson learns  •             Contribute to building the capacity of the implementation team, including partner staff, enabling them to make informed decisions using M&E data to maximize positive and sustainable outcomes for children  •             Maintain a strategic overview of child-focused civil society in Myanmar, and be aware of state-of-the-art technical approach in child rights-based approaches to development.  •             Ensure to implement the project in line with project plans  •             Ensure that the project teams access adequate technical support to deliver high quality projects and support the establishment of innovative and collaborative working approaches to ensure continual learning and programme and operational improvement.  •             Identify and support civil society partners, including: partner assessment/risk analysis, capacity building planning and technical support    Communication, representation and networking  •             Primary contact point in Sittwe regarding this project for partner organizations and external stakeholders other than the donor  •             Ensure high quality, accessible information about the project and its achievements is available for internal and external audiences (including current donors, Save the Children Members, potential funders, etc.)  •             Representing SCI when required to government, the UN and other national and international agencies with regards to this project  •             Maintaining good relationships with government ministries and departments, UN agencies and NGOs involved in Education, Child protection and Case management and actively participate in coordination meetings and working group meetings in the region •             Regular coordination with management staff of partner organization through collaboration    Child Safeguarding and Counter Fraud Responsibilities  •             Develop and pilot practical day-to-day approaches to increase awareness, commitment and interest in child safeguarding amongst staff members.  •             Take all necessary and appropriate steps to prevent fraud, bribery, and corruption within their areas of responsibility, report and respond to all incidents and concerns and comply with the Counter-Fraud, Bribery and Corruption Policy and Procedure. working with children and on children’s issues; and working in partnership with other organizations.  •             An in-depth understanding of national and international development issues, ideally related to the education, child protection and child rights governance thematic area.  •             Strong ability to work in a participatory way, strong facilitation skills and strong ability for true and empowering delegation.  •             Excellent interpersonal, communication and presentation skills.  •             Fluency in written and spoken English is required;
