Digital Consultants is seeking an experienced and dynamic Project Manager/Senior Analyst to lead and support Department of Homeland Security (DHS) acquisition management initiatives. This key personnel role blends strategic leadership with hands-on program management and analytical support. As the central leader on our team, you will guide staff, oversee project execution, and directly contribute to high-impact analytical tasks that drive DHS acquisition program oversight and decision-making. REQUIRED EXPERIENCE

  • Minimum of 8 years managing cost, schedule, and performance requirements of a major acquisition program or project within a major program.
  • Demonstrated experience supervising personnel and leading multi-disciplinary teams.
  • Strong background in program management analytical support, including acquisition program review, risk identification, and reporting.
  • Advanced oral and written communication skills, with the ability to brief senior executives and produce clear, concise documentation.
  • Proficiency in Microsoft Word, Excel, Project, PowerPoint, Visio, Outlook, and Teams.
  • Strong analytical skills—ability to identify problems, root causes, and solutions using data-driven methods.
  • Familiarity with DHS acquisition governance processes, directives, and oversight requirements.
    Compensation and Benefits: The salary range for this position is $130,000 to $150,000.

Responsibilities

PROGRAM LEADERSHIP & MANAGEMENT (20% OF ROLE)

  • Provide overall management, direction, and leadership of contractor personnel supporting DHS PARM.
  • Assign, monitor, and evaluate all work performed under the SOW.
  • Serve as the primary liaison with the Contracting Officer’s Representative (COR) and DHS stakeholders.
  • Review all deliverables to ensure accuracy, clarity, and compliance with DHS standards.
  • Provide training, mentoring, and guidance to team members.
  • Identify and proactively address performance concerns, risks, and issues.

PROGRAM MANAGEMENT ANALYTICAL SUPPORT (PWS 2.1 – 80% OF ROLE)

  • Support reviews and analyses of major and non-major DHS acquisition programs, assessing cost, schedule, scope, and risk.
  • Develop memoranda, white papers, briefing materials, and reports to document oversight decisions and recommendations.
  • Conduct research on directives, instructions, regulations, Congressional activity, and GAO/OMB reports to identify gaps, risks, and best practices.
  • Compile and synthesize program information into concise, actionable recommendations for DHS senior leadership.
  • Maintain and update project documentation, plans, processes, and reporting tools.
  • Develop and maintain spreadsheets, charts, and reports to support acquisition governance.
  • Track and consolidate responses to taskers, data calls, and audit requests, ensuring timely and professional submission.
  • Provide logistical and technical support for meetings, program reviews, and working groups, including preparing agendas, handouts, and meeting notes.
  • Produce professional-quality deliverables (reports, briefings, graphics, recommendations) in MS Word, PowerPoint, Excel, and other formats.
