MINIMUM QUALIFICATIONS:

  • Bachelor’s degree relevant to social services or management. Demonstrated ability to manage fast paced and complex social services or other programming may substitute for degree requirement.* See below for details.
  • Two years of relevant work experience in human services, preferably working with adults challenged by homelessness, economic disadvantages, mental illness and/or substance use disorders. Personal lived experience may substitute for some of the work experience requirements.
  • One year supervisory or program management experience

PREFERRED QUALIFICATIONS:

  • Master’s degree in social work, counseling, administration, public health, or other relevant degree
  • 2+ years Management experience in settings serving people with histories of homelessness and/or behavioral health conditions.
  • Property management experience

EDUCATION / EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree in relevant field, or
  • Bachelor’s degree in any field and 1 additional year of paid work experience in social services, or
  • Relevant Associate’s degree and 1 additional year of relevant paid supervisory experience and 1 additional year of paid work experience in social services, or
  • Any Associate’s degree and 2 additional years of relevant paid supervisory work experience and 1 additional year of paid work experience in social services, or
  • 2 additional years of paid relevant work experience plus 2 additional years of relevant supervisory or successful program management experience with a high degree of independence. Highly relevant experience includes, but is not limited to, DESC Housing Programs leadership positions like RC/SC Supervisor, CSS/CM Supervisors, and Project Assistant/Coordinator.

Responsibilities
  • Oversee all operations of the Center in accordance with all Management and Service plans and DESC operating policies and procedures, in conjunction with the Senior Program Manager and the assigned City of Seattle Planner, Department of Neighborhoods and city’s HOPE Team.
  • Partner with the City of Seattle in operational oversight, contract compliance, and neighborhood relations.
  • Manage all project operations in compliance with all project contracts.
  • Oversee the hiring, orientation, scheduling, supervision, and evaluation of all project staff. Directly supervise Data and Program Assistant, Case Management Supervisor, and Service Coordinator Supervisors. Indirectly supervise all other project staff.
  • Facilitate staff meetings and trainings.
  • Coordinate services of outside agencies in the Navigation Center and maintain effective liaisons with referral agencies.
  • Collaborate with key partners and stakeholders, including the designated referral partners, the city’s HOPE Team and the Human Services Division, to ensure smooth implementation, operations, and communication.
  • In conjunction with DESC clinical supervisors and managers, coordinate program integration for service delivery in the Center.
  • Provide oversight of food service, vendor coordination, facility maintenance, and supply and furnishing needs.
  • Oversee data collection process in accordance with project compliance and evaluation activities.
  • Approve expenditures.
  • Promote and maintain positive relationships with the surrounding neighborhood; attend community meetings as needed or assigned.
  • Report extraordinary occurrences to the Housing Program Manager and provide follow-up as necessary.
  • Lead critical incident debriefs and monthly safety refresher trainings.
  • Ensure enforcement of Navigation Center rules to promote the safety and security of staff and clients.
  • Respond to emergencies and intervene in crises as necessary.
  • Respond to clients’ and community members’ complaints.
  • Participate in on-call rotation to provide consultation and/or crisis intervention as needed.
  • Fill in for absent staff, during and outside of normal working hours, if necessary.
  • Perform other duties as assigned.
