PROFILE/SKILLS

Technical / Engineering Masters degree as a minimum
Minimum (15) years’ experience in Railway Projects with a minimum of Ten (10) years’ of Design and Construction experience in Rail Projects
Experience in project management including team management, planning, technical knowledge and interface management
Extensive experience in coordinating and producing railway technical solutions, and integrating systems
Freight railway experience preferred
Demonstrated experience in managing D&B Contractors and sub-contractors of various tiers, as well as third-parties on projects of similar size and complexity
Experience of interface management and total system integration
Ability to communicate and coordinate work within an integrated multidisciplinary team
Excellent English language, verbal, reading and writing skills
Strong problem identification, problem anticipation and problem resolution skills
GCC experience preferred

Responsibilities

Contract management for railway systems, including but not limited to Systems Architecture, Power, Signalling, Communication, OCC, Cybersecurity, SCADA, RAMS, etc.
Overall responsibility of all rail systems engineering, design, manufacturing, installation, construction, technical integration as well as testing and commissioning
Serving as the person in charge/primary contact with the Client representatives, D&B Contractors, and government representatives regarding the Railway Systems scope
Managing a team of 20+ engineers
Managing the assignment of manpower, materials, and equipment to maximize efficiency, maintaining schedules, and to meeting budget goals.
Working with the various consultants and contractors to manage and direct overall planning of construction activities to identify critical milestones and priorities
Resources Management & Activities Planning
Interface Management between the Systems Scope and other D&B Scope
Interface Management between the Systems Scope and internal/external Stakeholders including O&M Operators
Reviewing Design documents from various Contractors and Stakeholders
Ensuring that all rail systems engineering objectives of the project are fully met to best international standards and practices
Ensuring that all design and implementation activities are performed with highest safety and quality culture in mind and with the “best” industry practice
Ensuring that during the design and construction phases that the client’s interests are met
Responsible for following up on instructions and commitments associated with the project
Overseeing establishment and respect of the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents required from the construction contractor
Coordinating RFI responses, monitor change orders, and make recommendations to client for construction progress payments
Managing Installation/Construction activities for various work areas of construction operations, monitoring progress and recommending corrective actions as necessary
Responsible of all project technical Plans and Procedures preparation and submission for Rail Systems
Being fully experienced with all international standards and requirements for developing design of a railway project
Responsible for the development of technical specifications / Employer’s
Coordination of staff and Contractors’/Manufacturers’ site work force
Change management including coordination of field and design changes, time impact analyses, claims mitigation and disputes resolution
Reviewing and approving construction schedules and progress payments
Coordinating with third party stakeholders, including government agencies, property owners, municipalities, code officials, etc. as may be required in the course of the Project
Creating a Beyond Zero site safety culture
Construction quality control and quality assurance
Preparing periodic reports and summarizing the progress of design/construction activities for higher-level management and/or Client as required, as well as attending the Project’s progress meetings as required
Maintaining strong client and community relations.
Keeping alert to possible problem areas and taking preventative actions to ensure that critical milestones are met for each phase of the project
Performs other services in support of the Project Director in order to deliver the Project on time and within budget
