TITLE: Project Manager/Team Leader TEAM/PROGRAMME: Operations Department LOCATION: Juba (with up to 70% field travel- Pariang and Pibor) EXPECTED START DATE: 1st January 2026 CONTRACT LENGTH: 12 months initially (with the possibility of extension). CHILD SAFEGUARDING: Level 2: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The Project Manager/Team Leader will provide overall strategic direction, coordination, and oversight for the implementation of an anticipated World Bank–funded Economic Empowerment Opportunities Programme for Youth and Women across Juba, Pariang, and Pibor counties. The role ensures that project activities including mobilization, livelihoods training, coaching and mentorship, grant delivery, financial inclusion interventions, VSLA formation, grievance redress management, and MEL are delivered on time, within scope, and in compliance with World Bank Project Line ministries , SCI and partner standards. The Project Manager/Team Leader will serve as the primary technical and operational focal point, guaranteeing quality, transparency, accountability, and adaptive management throughout the project cycle. SCOPE OF ROLE: Reports to: Head of Programme Implementation Staff reporting to this post: Livelihoods Specialist, M&E Specialist, Community Development Specialist, Social Development & Gender Specialist Roles & Responsibilities A. Strategic Leadership and Project Management Provide overall leadership, planning, and coordination for project implementation across all components and counties (Juba, Pariang, Pibor). Ensure alignment of all project activities with the World Bank Project Operations Manual, government policies, ESMF, and SCI/CSI internal standards. Lead development and review of annual, quarterly, and monthly work plans, budgets, procurement schedules, and implementation strategies. Oversee coordination between SCI, CSI, UNOPS, MAFS, MGCSW, RRC, and county-level administrations. B. Stakeholder Engagement & Community Mobilization Oversight Supervise implementation of the Community Engagement and Capacity Building (CECB) Plan to ensure inclusive, conflict-sensitive mobilization. Provide oversight for community dialogues, beneficiary sensitization, and complaint-handling mechanisms. Strengthen collaboration with chiefs, women’s committees, youth councils, camp leadership (in Pariang), elders (in Pibor), and urban councils (in Juba). C. Technical Oversight of Programme Components Guide development of market-responsive training modules, coaching structures, grant management systems, VSLA formation, and cooperative strengthening. Validate market assessments, business training packages, grant plans, and financial inclusion strategies. Ensure cross-cutting integration of GBV mitigation, Do-No-Harm principles, environmental and social screening (ESMF), and gender equality. D. Coordination, Representation & Partnerships Represent the project at technical working groups, county coordination forums, and World Bank/SPCU review meetings. Maintain strong relationships with microfinance institutions, banks, private sector actors, and local enterprises supporting youth and women’s economic opportunities. E. Monitoring, Reporting & Quality Assurance Oversee MEL processes, ensuring timely data collection and submission to the MIS. Review and approve technical reports, learning briefs, and donor submissions. Lead quarterly progress reviews, adaptive management decisions, and risk mitigation strategies. F. Team Leadership & Capacity Strengthening Supervise county teams, technical specialists, community mobilizers, and administrative staff. Build capacity of staff on livelihoods, coaching, VSLA methodology, financial inclusion, GRM, and MEL standards. Foster a collaborative, inclusive, and high-performance team culture. QUALIFICATIONS AND EXPERIENCE Essential: Master’s degree in Social Science, Project Management, Rural Development, Agricultural Economics, Agribusiness, Business Management, Entrepreneurship, or a related field. Minimum of 10 years of professional work experience, including at least 5 years in a managerial or leadership role. Proven experience in: Economic empowerment and economic inclusion programmes. Livelihood systems development and management. Value chain analysis and development. Agribusiness, market development, or investment-related operations. Graduation approaches or similar livelihood strengthening frameworks. Demonstrated experience working in developing countries, particularly in fragile or conflict-affected contexts. Strong coordination, partnership management, and communication skills. Experience working with government ministries, public sector agencies, development partners, NGOs, or humanitarian organizations. Desirable: Previous experience in South Sudan or the broader East Africa/Horn of Africa region. Experience managing large-scale, multi-component projects funded by the World Bank, UN agencies, or other major donors. Familiarity with environmental and social safeguards, gender integration, or conflict-sensitive programming. Experience managing multidisciplinary teams across multiple field locations. Knowledge of local socio-economic dynamics, refugee-host contexts, pastoralist livelihood systems, or urban informal economies. Proficiency in digital data systems, MEL frameworks, and operational management tools.
