JOB SUMMARY

The Project Manager at Workforce WindsorEssex plays a crucial role in ensuring the success of projects funded by the Government of Canada’s Migrant Worker Support Program. Reporting to the Director of Finance & Administration, this position involves overseeing all aspects of project management ensuring they align with the funder’s goals and catchment needs.
The Project Manager will lead a team of four dedicated staff members, working closely with the Finance department to manage finances effectively. This role includes developing and executing project plans, managing budgets, and fostering meaningful relationships with community partners. By maintaining these partnerships, the Project Manager will help enhance project outcomes, measure success, and improve community impact.
A significant part of this role involves selecting Sub-Agreement Holders and ensuring they are accountable for delivering high-quality services to migrant workers. The Project Manager will monitor these service providers to ensure they meet the collective needs of migrant workers.
Acting with integrity and sound judgment, the Project Manager will handle complex information, communicate effectively in writing and presentations, and lead community engagement initiatives. This role requires a high level of organization and a commitment to continuous improvement, always seeking innovative ways to achieve project goals and foster a collaborative team environment.

MINIMUM REQUIREMENTS:

  • Postsecondary diploma or degree in Project Management, Business Administration, Social Sciences, or a related field; or an equivalent combination of education and experience.
  • Minimum 1 year of experience supervising staff or leading teams.
  • Experience leading or coordinating projects in a non-profit, community, or government-funded environment.
  • Demonstrated ability to support and guide team members toward achieving project goals.
  • Strong skills in budgeting, work planning, and meeting funder deliverables.
  • Proficient written and verbal communication skills.
  • Comfortable delivering presentations both virtually and in person.
  • Proficiency in Microsoft Office and virtual meeting platforms (e.g., Teams, Zoom).
  • Strong time management, organization, and attention to detail.
  • Professionalism, discretion, and a commitment to equity and inclusion.
  • Valid Ontario driver’s license.

IDEAL REQUIREMENTS:

  • Master’s Degree in Project Management, Business Administration, Social Sciences, or a related field.
  • 3-5 years of relevant project or program management experience in public administration or nonprofit community-based roles.
  • Experience supervising staff or leading teams.
  • Certification in project management (e.g., PMP, CAPM) or working toward certification.
  • Familiarity with community-based initiatives supporting migrant workers, workforce development, or settlement services.
  • Experience negotiating and managing service providers or third-party contracts.
  • Bilingualism in English and French or Spanish considered an asset.

Responsibilities

The Project Manager will be responsible for:

1) Leadership and Project management

  • Ensuring the successful undertaking of all job duties, responsibilities, and work assignments in alignment with project goals and funder requirements.
  • Overseeing the planning, implementation, evaluation, and continuous improvement of all project deliverables, performance measures, and outcomes to ensure projects meet or exceed set targets.
  • Creating and maintaining detailed work plans for assigned projects, monitoring progress, and implementing corrective actions as needed.
  • Leading project reporting and evaluation to satisfy funders and management, ensuring adherence to project methodology and the achievement of performance measures.
  • Continuously improving project management practices to enhance project outcomes.

2) Supervision and Team Development

  • Working with the Finance team on project expenditures, forecasting expenses, documentation, and reporting.
  • Successfully managing project staff that report to the position, fostering a positive work environment, and supporting their professional growth through career development plans and regular check-ins.
  • Implementing a system of check-ins, team meetings, and project tracking to ensure team alignment and productivity.
  • Ensuring project work progresses in a manner consistent with contractual agreements, management objectives, and community expectations.

3) Community Engagement and Partnership Development

  • Engaging in community outreach specific to the TeaMWork Project, building and maintaining strong relationships with community contacts, including industry partners, service providers, and educational institutions.
  • Representing the TeaMWork Project at events, meetings, and presentations to disseminate information and engage with the community.
  • Initiating new partnerships and managing existing partnerships as they relate to the TeaMWork Project.
  • Managing meetings, finalizing agendas, and reviewing minutes to ensure effective community engagement and project alignment.
  • Facilitating meetings to catalyze the development of innovative and collaborative solutions.
  • Managing the Steering and Executive Committees, community groups, and sub-agreement holders to enhance synergies and collaboration among the respective action plans.

4) General Project Management

  • Participating in scheduled project management and all-staff meetings.
  • Identifying future partnership and project opportunities that are aligned with the organization’s vision and mission, reducing service duplications, and encouraging collaboration in the Windsor-Sarnia Economic region.
  • Ensuring the fulfillment of Workforce WindsorEssex’s assigned deliverables, performance measures, and expected outcomes of the TeaMWork projects as described in the funding agreement.

5) Supporting broader organizational needs

  • Promoting and maintaining the goals, strategic objectives, vision, mission, and policies of Workforce WindsorEssex;
  • Representing the organization at events, meetings, and presentations;
  • Developing partnerships within the community to develop and promote opportunities;
  • Leading the discovery, development, submission, and execution of existing and new grants that align with Workforce WindsorEssex’s mission;
  • Maintaining a high level of commitment to professional growth and development in support of the organization’s priorities;
  • Adhering to excellent password management practices and being vigilant for suspicious email and other online scams;
  • Maintaining files and records;
  • Providing support for critical or time-sensitive duties during team members absences.
