Key Responsibilities: Effective Program Design and Planning Lead program development, planning, monitoring, operations, and evaluation related to CNSP in Western and Madang Province Provide relevant information for project design and concept/proposal development. Ensure use of approved planning tools such as DIP, PPF, ATT, ITTs to monitor progress Technical leadership and Capacity development Undertake assessment, identify gaps, and plan and execute capacity building activities for Project team to ensure full understanding of the project and collaboration is maintained with Implementing Agency (DfCDR). Ensure Community Development officers at provincial, district, community level with stakeholders are trained and well engaged with the CNSP project as well with provincial and district team in DfCDR and WV. Ensure regular meetings and effective communication channels between the core staff and the DfCDR provincial and sub-provincial teams to facilitate collaboration, ensuring that the project goals are met, and quality standards are maintained. Technical and Project implementation Leadership: Ensure overall operation effectiveness. Undertake regular field visits to project sites to verify adherence to set standards and processes. Coordinate with program, finance and administration staff to ensure operational systems and tools are in place to support field activities. Ensure program implementation is on course and compliance to the donor guidelines. Ensure that tracking of project implementation on indicators against planned targets is ongoing. Monitoring, Evaluation and Knowledge management. Ensure data quality from the field locations and providing reports to DM&E function to target improvements in data quality. Lead and ensure the development of quarterly, semi-annual and annual reports and ensure that these are submitted on time to donors (i.e. World Bank, DFAT, PATH, WHO, NDOH) and WV management Present Regular progress reports at appropriate meetings, Ensure Provincial semiannual reviews are up and running with all stakeholders ie; PHAs, DfCDR, WV etc. Lead in Monitoring and Evaluation for timely and effective data collection Conduct periodic site visits and onsite data verification and data quality audits. Representation and Advocacy Represent WV and the CNSP Component 2 Project in Western and Madang Province during engagement with government and other partners during management/technical/ meetings Coordinate with DfCRF and fund manager for the CNSP project on project implementation progress and issues to address Represent WV to influence government and partners to create and/or support the implementation of Nutrition elated policies Ensure WV actively engage in provincial DfCDR and health network in Western and Madang Province In collaboration with the program team and other partners, empower targeted project LLGs/Wards to be advocates and promote multi-sectoral nutrition interventions delivery at the community level, in addition to institutional strengthening and capacity building. Represent WVPNG share learnings across WV partnership and external engagements EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE Bachelor in Health Management, Project Management and /or Post Graduate Qualification in Health Discipline such as Public Health, Health Economics. 5 to 10 years work experience in Maternal child Health Nutrition efforts whether government, international NGOs and/or World Bank grants or related development aid agencies. Knowledgeable about PNG’s current Nutritional Status, provincial and Local level government governance system, Children, Nutrition and related policies/strategies. Experience in working in a developing country context. Experience in the coordination of a geographically-dispersed team Experience of managing and implementing projects funded by external grants Strong planning, organizational and project management skills Excellent oral, written and interpersonal communication skills Excellent leadership and organizational development skills Proven track record in working with various stakeholders including government Team player Computer Proficiency especially Microsoft Office Ability to work cross-culturally Ability to work independently Demonstrate commitment to World Vision Core values and philosophy and the capacity to engage with the broader community in living these values.
