Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description: Job Purpose This is a full-time, grant-funded Project Management position based in Ghor Province. The Project Manager will be responsible for the overall leadership and management of the “Facilitating Access to Knowledge, Hope, and Educational Resilience (FAKHR/فخر)” project, which aims to improve access to safe, inclusive, gender-responsive, and uninterrupted quality learning opportunities for Afghan children, particularly out-of-school children (OOSC), girls, children living with disabilities (CLwDs), and other marginalised groups. The Project Manager will provide overall leadership and management of the FAKHR project. This role is responsible for ensuring effective implementation, financial oversight, donor compliance, and timely delivery of project outcomes. The Project Manager will monitor project activities, including those implemented by partners, and ensure that all deliverables meet high-quality standards. The Project Manager will report to the Ghor Zonal Manager. Leadership: · Demonstrate World Vision’s core values, vision, and mission in all aspects of the role. · Escalate grant management issues early and openly; resolve grant management issues quickly and fully with leadership Provide leadership and direction for the overall project. Lead and mentor implementing partners' staff in effective implementation and project management. Ensure that internal communication mechanisms are established to appropriately share policies, information, and decisions with FAKHER project staff. Project Management (Quality Implementation) Lead and manage World Vision and partner projects to achieve strategic objectives through effective planning, staffing, and quality assurance. Update the Detailed Implementation Plan monthly and monitor activities against expected results, making adjustments as needed. Ensure compliance with donor and government MoUs, and verify alignment with humanitarian and government standards. Provide guidance and support to project staff and partners to ensure timely implementation. Develop and submit procurement plans in collaboration with the team. Establish and maintain risk management processes, including monitoring, escalation, and incident management. Monitor risks and implement contingency plans when required. Consortium Relationship Management · Manage proactive and responsive relationship with grant prime recipient (ACTED), donor, consortium partners, and local implementing partners in close collaboration with World Vision Ukraine Crisis Response staff and World Vision US core team. · Establish clear and frequent communication regarding program progress and oversight management with the donor. · Liaise with local officials, local communities, donor representatives, and other stakeholders as appropriate. Monitor risks and implement contingency plans when required. Monitoring, Reporting, Documentation & Knowledge Management. In collaboration with WV Afghanistan’s Programs Department, regularly monitor and assess the project's and partners' progress. Ensure that narrative and financial reports are prepared accurately and submitted punctually in accordance with donor requirements. Collaborate closely with MEAL to ensure that the Monitoring and Evaluation frameworks for the projects of the partners are established and utilized to inform project implementation. Develop and maintain effective mechanisms for project quality assurance, including a monitoring system to track project progress against indicators, activities, and key milestones, along with reporting, evaluation, and communication systems. Conduct routine visits to partner implementation sites) to provide project support and monitor that the implementation aligns with the approved DIP. Organize and facilitate regular project review meetings with project staff and partners to discuss progress and the quality of activity implementation, ensuring that all protocols and guidelines, as well as international minimum SPHERE standards, are adhered to. Submit timely, accurate, and quality reports that meet donor requirements. Work closely with MEAL and other technical managers to develop tools for monitoring, reporting, documentation, and knowledge management, including the establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learned, and success stories. Analyse the impact of the project and promote learning by documenting best practices. Use this information to support decision-making processes. Ensure proper documentation of project processes is upheld, i.e., distribution plans, beneficiary lists, voucher requisition, distribution reports, and working with all stakeholders. Travel regularly to all project sites to ensure proper implementation of project activities. Create and present monthly summaries of project activities and plans to World Vision Afghanistan leadership. Foster a learning environment where staff and partners regularly reflect, learn from mistakes, and apply lessons for personal growth and to revise work plans for enhanced ministry impact. undefined Human Resources: Coordinate and manage the hiring process for project staff to ensure that qualified candidates are selected. Ensure that all new employees receive proper induction and training and have the necessary resources to perform their duties. Develop a team of dedicated and skilled staff, promoting cooperation and coordination among relevant personnel within the Project. Oversee employee performance management by collaborating on staff evaluations and coordinating with Human Resources to address performance issues. Work with People and Culture to maintain accurate employee data files and manage routine matters such as contract renewals, leave, and salary adjustments. Identify staff capacity requirements and facilitate on-the-job training to enhance their ability to execute interventions. Ensure that staff and partners are aware of and comply with the World Vision child protection policy, and that awareness-raising activities regarding child protection, response, and incident reporting are taking place. Ensure that all project staff have a clear understanding of project assumptions to facilitate the timely and effective achievement of project goals, outcomes, and outputs. Financial Management undefined Collaborate with WV Afghanistan's Finance Department to take on the primary responsibility for budget reviews and monthly financial reports, addressing any concerns as they arise. Maintain high standards of stewardship and accountability for all resources. Partner with Regional Finance Officers, the Administration Officer, and other departments to create a robust internal control environment, ensuring adherence to WV and donor financial policies and procedures while fostering a culture of transparency and accountability. Ensure accurate coding and availability of the budget for all project expenses. Oversee the submission of monthly cash requests related to project operations. Ensure timely payment to contractors and creditors. Review and approve expenditures and contracts in accordance with designated levels of authority. Manage the grant budget within approved spending limits for both WV and donors, ensuring timely and accurate financial reporting to donors and key management personnel at World Vision. Work alongside the finance team to guarantee compliance for grants and projects, ensuring that expenditures are reasonable, allocable, prudent, and in alignment with donor rules and regulations, thus facilitating compliance with external audits.
