Role Dimensions: The Project officer Anticipatory Action plays a critical role in operationalizing Save the Children’s anticipatory action agenda. The role requires strong coordination, leadership, and decision-making skills in rapidly evolving contexts, as well as a deep understanding of community dynamics, local risk patterns, and the specific vulnerabilities of children The role involves frequent travel to hard-to-reach areas and requires a strong commitment to child safeguarding, gender equality, and accountability to affected populations. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly KEY AREAS OF ACCOUNTABILITY Field Implementation & Coordination • Support the design and implementation of anticipatory action plans informed by hazard forecasts and community risk analysis. • Ensure early actions are gender-sensitive and inclusive of women and vulnerable populations. • Integrate climate resilience and preparedness into community-level programming. Risk Analysis & Early Warning System • Monitor early warning information, hazard trends, and climate forecasts. • Support development of triggers and activation protocols for anticipatory action. • Contribute to community risk mapping with a gender perspective. Community Engagement & Inclusion • Facilitate meaningful participation of women and girls in preparedness and decision-making processes. • Strengthen community awareness on anticipatory action and disaster readiness. • Promote safe and inclusive access to early action resources. Monitoring, Learning, and Reporting • Work with MEAL teams to ensure real-time data collection, risk monitoring, and feedback from communities. • Track implementation progress and document lessons learned. • Contribute to donor reports and evidence generation with gender-disaggregated data. Capacity Building and Representation • Train and mentor field staff, community-based workers, and partners on anticipatory action, child protection in emergencies, and multi-risk preparedness. • Promote integration of child safeguarding and child protection minimum standards throughout implementation. • Deliver training and mentoring to staff and community volunteers, especially women leaders. • Strengthen local capacity for gender-responsive early action. • Ensure adherence to safeguarding, protection, and gender equity standards. Integrity: • honest, encourages openness and transparency; demonstrates highest levels of integrity QUALIFICATIONS - University Degree - Experience working with women-focused or community-based initiatives is highly desirable. - Strong facilitation, coordination, and communication skills. EXPERIENCE AND SKILLS Essential - At least 2 years of field experience in humanitarian response in DRR, anticipatory action or emergency preparedness. - Experience in implementing or supporting FSL programs in crisis contexts. - Worked as a Project officer Anticipatory Action and DRR officer, or Project Lead- in above thematic Areas. - Good understanding of participatory approaches and inclusive community engagement, especially with children, Female and youth. - Fluency in Dari and/or Pashto and working-level English. - Excellent interpersonal and coordination skills, with the ability to work under pressure and in insecure settings. Desirable - Familiarity with anticipatory action frameworks such as forecast-based financing, early action protocols, or Start Network models. - Previous experience working with Save the Children or other child-focused organizations. - Experience in conflict-affected or displacement-prone contexts in Afghanistan or similar environments.
