Organizational Context and Scope Under the overall supervision of the Chief of Mission, and direct supervision of Programme Officer (Transition and Recovery Division) in close coordination with the other IOM internal units, the Project Officer (Shelter and Infrastructure) will be responsible and accountable for providing technical inputs, management, and oversight of IOM’s shelter and community infrastructure activities in Cambodia. The successful candidate will be responsible for providing technical inputs and operational guidance across priority return and displacement areas, supporting the design, operationalization, and implementation of integrated shelter and infrastructure   assistance for communities. The successful candidate will lead and contribute to the conceptualization and development of targeted shelter repair, community infrastructure, community labour initiatives, and technical capacity-building for staff, partners, and communities. The successful candidate will also support expanding IOM’s field-level presence in priority locations, including contributing to infrastructure needs assessments, feasibility studies, coordination with government authorities and partners, monitoring and quality assurance, and the positioning of IOM’s shelter response in recovery and response. The position requires strong technical, project, and people management skills, operational oversight in complex field settings, and the ability to provide technical advice, budgeting and guidance to the Programme Officer and Chief of Mission.
