ROLE PURPOSE: The Project Officer for STS Kristine in the Humanitarian Response Unit (HRU) will be responsible for supporting the implementation of Save the Children Philippines' emergency response to disaster-affected areas, particularly focusing on Education in Emergencies (EiE), WASH, Protection, Shelter, and Cash and Voucher Assistance (CVA) in areas impacted by Typhoon Kristine (STS Trami). This position works closely with the Humanitarian Manager and field teams to ensure timely, quality, and child-focused interventions, while adhering to SCP’s standards in emergency response. The Project Officer will also represent Save the Children in various humanitarian coordination efforts as assigned by the Humanitarian Manager, working with local authorities, local partners, and non-government organizations, to ensure effective, high-impact response efforts for affected children and families. The Project Officer is also expected to contribute to the organization in achieving its Organization Strategic Plans, including ensuring that our humanitarian responses and strategies are responsive, climate-informed, and inclusive. As a staff member of Save the Children, the Project Officer is expected to uphold the organization’s safeguarding framework, adhere to humanitarian principles, and consistently protect the rights of children KEY AREAS OF ACCOUNTABILITY: Humanitarian Programming •Ensure that early warning systems are functional and provide timely analysis for decision-making regarding humanitarian interventions, particularly related to the needs of children. •Assist in the development and regular updating of the Emergency Preparedness Plan, working closely with the Humanitarian Manager to ensure its effective execution. •Support in the planning and delivery of humanitarian response activities in EiE, WASH, Shelter, Protection, and CVA in typhoon-affected areas. •Engage with government and non-government stakeholders to coordinate response efforts and ensure SCP's representation in relevant coordination structures. •Collaborate with the Advocacy, Communications, Campaigns, and Media Unit to raise awareness and advocate for children’s rights, ensuring media engagement for timely and impactful messaging. Project Management and Operations •Assist in managing response projects in line with the project documentation and ensure the effective implementation of activities according to project plans and timelines. •Collaborate with the finance and supply chain teams to manage procurement processes, ensuring cost-efficiency and compliance with SCP and donor regulations. •Lead field visits to provide guidance, monitor the progress of response activities, and ensure quality and safety standards. •Work with the relevant teams to establish monitoring, complaints, and appeal mechanisms to ensure accountability and effectiveness in response. •Prepare timely reports, including narrative and financial updates, in accordance with SCP and donor requirements. Capacity Building •Identify and document capacity-building needs related to humanitarian response, specifically in the context of Typhoon Kristine. •Support the delivery of training and mentoring for staff, strengthening local humanitarian capacities. •Assist in the development and implementation of training plans to enhance the competencies of operational teams involved in emergency response. QUALIFICATIONS AND SKILLS •University degree in a relevant field or equivalent experience in humanitarian programming minimum of 5 years’ experience. •Previous experience in emergency response, especially in EiE, Shelter, WASH, Protection, and CVA. •Proven experience in working with partners, local governments, and coordination bodies in humanitarian settings. •Experience in managing and implementing cash and voucher assistance programming. •Strong organizational, communication, and analytical skills. •Ability to write clear and concise reports and engage in field assessments. •Knowledge of current humanitarian issues and challenges. •Experience in multi-donor, multi-site programs. •Basic understanding of security management in a humanitarian context. •Proficiency in Microsoft Office and other relevant software tools. •Resilience and flexibility in handling stressful and dynamic work environments.
