Alberta Infrastructure is responsible for delivering one quarter of the 2022-25 Capital Plan which is working to address the provincial infrastructure needs of Alberta’s population, and supporting key social programs and services, and economic development. The Ministry designs, builds, manages and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population.
The Strategic Integration and Operations (SIO) Division provides a wide range of strategic, operational, and corporate support to the ministry. The Technical Services and Procurement Branch (TSPB) provides procurement and contracting services; professional and technical review, in addition to support for projects involving government’s vertical infrastructure.

EXPERIENCE OR KNOWLEDGE THAT WILL BE CONSIDERED AN ASSET:

  • Mastery in drafting RFQs, RFPs, RFEOIs, bids, contract documents, specifications, evaluation worksheets, and other specialized documentation.
  • Expertise in technical writing and in the use of Microsoft Word, Microsoft Excel, and Adobe Acrobat.
  • Experience in reviewing and preparing procurement documents and contracts used in a public sector procurement environment.
  • Experience in providing procurement services in a construction environment.
  • Possess and maintain current knowledge of trade agreements (e.g., Canadian Trade Agreement (CFTA), New West Partnership Trade Agreement (NWPTA), and Agreement on Government Procurement (GPA)), legal principles and case law related to competitive bidding and contracts.
  • Proficiency in insurance and bonding principles as they relate to design construction and facility management.
  • Knowledge of alternative construction delivery systems, types of contracts, and specification methods.
  • A professional procurement designation such as Certified Professional Public Buyer (CPPB) or Supply Chain Management Professional (SCMP).

Responsibilities:

The Project Procurement Specialist plays a significant role in the procurement and contracting process for both services procurement (including major architectural and engineering consulting assignments) and construction procurement (including major construction assignments) projects managed by Alberta Infrastructure. This position is primarily responsible for:

  • Providing procurement services (through procurement planning, preparation, advertising, evaluation, and award), andEnsuring that procurement documents, the procurement process, and contracts meet the department’s requirements and standards, consistent with established procurement policies and practices.

Some key responsibilities will include, but are not limited to:

  • Providing advice on procurement strategies appropriate to project requirements.
  • Advising project managers and consultants on utilizing departmental specifications, templates, forms, and standards.
  • Leading procurement processes, including preparing RFQs, RFPs, RFEOIs, bids, and contract documents.
  • Facilitating evaluation processes and contributing to pre-qualification and contract award recommendations.
  • Drafting contracts and updating procurement templates.
  • Providing requested services, such as legal counsel consultation and contract interpretation.
  • Ensuring impartiality and confidentiality in the evaluation process.
