Description

The Property Book Manager subject matter expert (SME) will support for the development of material supply chain and logistical/operational plans, and life-cycle management processes.

REQUIRED SKILLS & EXPERIENCE

  • 2 years’ experience, within the last 10 years’, in property book management in a joint environment.
  • 1 year experience with SOF property management
  • Possess a current DoD Top Secret clearance and eligible for SCI access.

Responsibilities
  • Assist with the management of logistical requirements IAW Department of Defense (DoD) Supply Chain Material Management Policy, as defined by DoD Instruction 4140.01; Department of Defense Instruction 5000.64 Accountability and Management of DoD Equipment and Other Accountable Property; Secretary of the Navy Instruction (SECNAVINST) Personal Property Procedures and Policy; and United States Special Operations Command (USSOCOM) Directive 700-3 Special Operations-Peculiar (SO-P) Wholesale Supply Chain Management; and USSOCOM SO-P Major Funded Program (MFP)11 Material Management.
  • Be familiar with and able to work within the military service component equipment accountability systems/databases, which may include, but not limited to; PBUSE, SPBUSE, DPAS, and GCSS-Army.
  • Conduct/Execute equipment accountability database system inputs, system management, records management and reconciliation as required, ensuring accuracy and auditability is maintained.
  • Act as logistics customer service liaison to both internal and external customers, providing timely and accurate input via telephone, email, VTC, Microsoft Teams, and face-to-face.
  • Initiate, process, and close/complete relevant supply chain documents.
  • Process and route materials and equipment to correct holding locations or storage areas using automated equipment such as computers and associated data bases; bar code readers and associated docking stations, or manual methods in the event of power loss or systems failure.
  • Participate in and conduct scheduled inventories, transactions, briefings, and training events.
  • Assist in the coordination of all logistics elements (e.g., spares, support equipment, technical data, training, facilities, technical data, provisioning) to ensure all integrated logistics support requirements identified and tailored to the customer’s needs.
  • CONUS and OCONUS travel may be required to assist with logistical support.
  • Collaborate/Coordinate with both internal and external customers and end users on logistics matters as appropriate.
  • Collaborate/Coordinate with external customers to include but not limited to; SOCOM, DLA, SOFSA, commercial vendors, item managers, fielding teams, and other logistic agencies/entities as appropriate.
  • Participate in managing the SOCOM Joint Operational Stock program.
  • Understand the Financial Liability Investigations of Property Loss (FLIPL) program and assist in adjudicating losses through appropriate database management system.
  • Receive, Inventory, Inspect, verify, and catalogue property using appropriate technology ensuring automated property accountability records are maintained accurately.
  • Execute DLA Disposition (DRMO) turn-in actions by accurately inspecting equipment and generating all required documentation, while ensuring automated property accountability records are maintained accurately.
  • Operate general purpose Government vehicles to include cars, vans, trucks, forklifts, manual and mechanized pallet jacks, and/or hand trucks to load and unload, inspect, prepare, uniquely identify with bar codes, and inventory materials. (Some vehicles require certifications i.e. forklifts).
