Position Title: Proposal Manager Location: Remote – Preferred East Coast/Washington, DC Metro Area/Panama City Beach, FL/Tampa, FL   Position Overview We are seeking an experienced Proposal Manager with a strong background in federal contracting and competitive proposal development. This role blends Shipley-based proposal management with business development support to drive growth within a high-performing, lean team. The ideal candidate is a strong writer and project manager capable of leading medium-to-complex proposals from pre-proposal through submission with minimal oversight.   Key Responsibilities * Lead end-to-end proposal development for RFPs, RFIs, and RFQs in compliance with Shipley and company processes. * Analyze solicitations; develop outlines, compliance matrices, schedules, and data calls. * Write and edit proposal sections (technical, management, past performance, pricing). * Coordinate with cross-functional teams to develop compliant, compelling proposals. * Manage reviews, revisions, and final submissions; ensure deadlines are met. * Support subcontractor proposal efforts and data calls. * Identify federal opportunities via SAM.gov, GovWin, GSA eBuy, and agency forecasts. * Conduct market research and prepare opportunity briefs aligned with company goals. * Support pricing, staffing estimates, and competitive strategies. * Build relationships with clients and teaming partners. * Maintain proposal content libraries and templates. * Track proposal metrics and win rates. * Support presentations and client meetings. * Contribute to process improvements and win strategy development.   Qualifications * Bachelor’s degree * 3–8+ years in federal proposal management and business development * Proven success with FAR-based proposals (DoD experience preferred * Strong knowledge of federal procurement processes * Proficient in Microsoft Office and collaboration tools (e.g., SharePoint) * Strong writing, editing, and attention to detail * Excellent time management and ability to meet tight deadlines * Familiarity with Shipley/APMP best practices preferred   Why Choose ISPA Technology?  * Competitive salary packages with bonus potential.  * Comprehensive health, vision, and dental coverage.  * Generous PTO allotment and 11 paid holidays.  * Robust life and disability insurance options.  * 401(K) with company match, for your future.  * A culture of recognition and rewards for your contributions.  * Opportunities for relocation and professional development.    This is a fast-paced and impactful position where your expertise will directly contribute to meeting critical Government customer requirements.
