Description Job Summary: The Proposal Manager IV Team Lead oversees the proposal team and drives the full lifecycle of proposal development efforts across the company. This role is responsible for leading, planning, scheduling, and managing the development and on-time delivery of high-quality, compliant responses to opportunities from pre-RFP strategy through post-submission follow-up. In addition to leading and mentoring the team, the Proposal Manager IV Team Lead actively develops proposal content, blending original writing with boilerplate and past responses to propose Geographic Solutions’ workforce and unemployment software solutions in alignment with each solicitation’s requirements and evaluation criteria. THIS IS A HYBRID POSITION. CANDIDATE MUST COME TO WORK AT CORPORATE OFFICE IN PALM HARBOR, FL. A MINIMUM OF 2 DAYS A WEEK. Key Responsibilities: Review RFPs, RFIs, and other opportunities to support research, analysis, and response planning Support management in win planning and strategy development Manage the development of compliant, competitive, and compelling proposals through effective collaboration with internal teams and external partners Create and manage proposal project schedules Assign proposal writing tasks and provide direction and constructive feedback on proposal content Apply formatting, writing, editing, and proofreading skills to produce compelling proposal drafts Collect and coordinate input from cross-functional teams and subject matter experts Lead Color Team reviews and manage follow-up revisions Ensure overall proposal quality, consistency, and compliance with solicitation requirements Prepare final master files in Word and PDF formats for submission Organize and maintain proposal files and folders within SharePoint Manage multiple proposals and projects simultaneously under tight deadlines Participate in all proposal debriefs and lessons-learned sessions Maintain and update proposal boilerplate content following each submission Stay current on product offerings to ensure boilerplate content reflects the latest features and capabilities Build strong relationships with proposal team members to encourage cooperation and collaboration Participate in the interviewing and hiring of new staff Develop and deliver a structured training curriculum for new proposal writers, including coaching and ongoing mentorship Provide ongoing performance management through weekly 1:1 meetings and annual evaluations for assigned staff This role may require occasional night or weekend work to meet critical deadlines Requirements Work Experience/Knowledge: Experience working for a software development/information technology organization desired Experience with state and local government proposals preferred Effectively collaborate with others to establish good working relationships within the team Excellent organizational skills with the ability to prioritize projects and tasks in a fast-paced environment Strong written and verbal communication skills with the ability to work both within a team and independently Manages time and resources to ensure that work is completed efficiently Meets demanding deadlines in a timely manner Maintains stable performance under pressure or opposition, such as time pressure or unexpected challenges Demonstrate a strong work ethic through consistent attendance, professionalism, and commitment Proven ability to lead, coach, and mentor team members to achieve individual and team goals Promotes a collaborative, inclusive, and solution-oriented team culture Drives accountability by setting expectations and ensuring follow-through on team commitments Effectively manages conflict and facilitates constructive dialogue to resolve issues Communicates transparently and proactively with leadership and cross-functional stakeholders Qualifications / Certifications: Bachelor’s degree in English, Marketing, Journalism, Business, or a related field Minimum of 3 years of people management experience, including interviewing, onboarding, coaching, and conducting performance evaluations Minimum 8 years of successful proposal experience, preferably in the software/technology and/or public sector An equivalent combination of education and experience may be considered APMP credentials desired Proficiency in the Microsoft Office suite (Word, Excel, Outlook, Teams and SharePoint) Advanced proficiency in Microsoft Word, with expertise in creating and modifying styles and templates
