Role Overview: SMEC is seeking an experienced Proposal Manager to be based in Tbilisi, Georgia. The successful candidate will take end-to-end ownership of Expressions of Interest (EOIs), tenders, and proposal development activities across Georgia and the wider Eastern Europe and Central Asia region. Working closely with the Business Development Director, Regional Proposal Manager, and technical teams, this role will lead bid planning, governance, proposal coordination, compliance management, and stakeholder engagement to support the growth of SMEC’s regional consulting operations. Key Responsibilities: Lead and manage the full proposal lifecycle from opportunity identification through final submission. Coordinate the preparation of EOIs, tenders, technical proposals, and financial submissions. Ensure all submissions comply with client procurement requirements and SMEC governance procedures. Maintain high-quality proposal standards through structured review and compliance processes. Coordinate with technical teams, JV partners, subconsultants, and external consultants. Prepare and manage proposal documentation, including CVs, capability statements, references, and bid templates. Build and maintain strong working relationships with clients, partners, and tendering authorities. Prepare and coordinate sub consultancy agreements, NDAs, teaming agreements, and JV agreements. Maintain and enhance the regional CV database in coordination with HR and technical teams. Evaluate CVs against Terms of Reference (TOR) requirements. Coordinate and negotiate with consultants and technical experts regarding availability and fee rates. Ensure proposals are finalized and submitted within required deadlines. Support continuous improvement initiatives for proposal quality, workflows, and bid processes. Stay updated on industry trends, proposal management practices, and procurement requirements. Requirements: Bachelor’s degree in Engineering, Business Administration, or a related discipline. Minimum 8 years of experience in proposal management, bid coordination, tender preparation, or procurement. Previous experience within engineering consultancy or infrastructure sectors is highly preferred. Strong experience managing multi-country bids and coordinating geographically dispersed teams. Experience with JV coordination, sub consultancy agreements, and proposal compliance requirements. Strong understanding of tendering processes, proposal governance, and competitive bidding strategies. Excellent written and verbal communication skills in English. Georgian and Russian language skills would be advantageous. Advanced proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint. Strong analytical, organizational, stakeholder management, negotiation, and interpersonal skills. Ability to work independently within a multicultural and fast-paced environment. Why Join SMEC?
