PURPOSE The Proposal Specialist is responsible for the entire proposal project life cycle for operational bids as assigned and plays an active part within the overall Bid Team challenging solutions driving best practice and ensuring on time high quality and excellently articulated customer deliverables. The Proposal Specialist may be assigned to work specifically on proposal delivery or may be required to undertake a broader remit encompassing bid management activity. KEY RESPONSIBILITIES Support the delivery of government public-sector tender bids, ensuring full compliance with RFP/RFQ/RFI and statutory requirements Ensure timely, high-quality delivery of all assigned tender proposal bids Manage proposal projects in close collaboration with the Bid team/Account Manager Develop and manage proposal plans, including risk and contingency planning Coordinate and collaborate with bid stakeholders for assigned opportunities Ensure a clear, consistent proposal storyline through content review and feedback Lead proposal lessons-learned reviews and define actionable improvement plans Facilitate proposal strategy sessions to storyboard content based on customer and competitive insights Facilitate pre-proposal planning meetings to maximize win probability Coach bid presentation teams as required (slides, logistics, rehearsals) Support contract negotiation and ensure smooth handover to delivery for won bids Qualifications EXPERIENCE Minimum 6 years of experience within commercial industry ideally IT telecoms air transport or managed services provision. Minimum of 3 years of experience within the field of bids & proposals - in purchasing and/or sales - including exposure to the vendor side. KNOWLEDGE & SKILLS Minimum 3 years’ experience managing government or public-sector tender bids in sales or commercial environments Strong knowledge of public-sector procurement processes, tender compliance, evaluation criteria, and bid governance Core competencies in values-driven behavior, communication, innovation, customer focus, influence, execution, results, and teamwork Bachelor’s degree in a relevant discipline or equivalent experience, with APMP Foundation Level accreditation or equivalent proposal/bid management training preferred Experience supporting large, complex bids in commercial industries such as IT, telecoms, air transport, or managed services PROFESSION COMPETENCIES Bid Management Process Business Acumen Creating Value Proposition Financial Acumen Negotiation CORE COMPETENCIES Adhering to Principles & Values Communication Creating & Innovating Customer Focus Impact & Influence Leading Execution Results Orientation Teamwork EDUCATION & QUALIFICATIONS Bachelor degree in a numerate business or languages discipline or significant relevant experience.
