POSITION SUMMARY:

This position will provide professional administrative support to the Secretary of Corrections and the employees in the Office of the Secretary.
This will include responding to internal and external requests, drafting and editing a variety of documents, and being a resource to all stakeholders who contact the Secretary and Office of the Secretary. In those contacts must be able to demonstrate exceptional professionalism and effectiveness. Includes responding to requests for documents under the Kansas Open Records Act (KORA), maintaining and contributing the content of KDOC websites, supporting legislative actions and activities that are directed upon toward or of interest to KDOC.

MINIMUM QUALIFICATIONS:

Six months of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit. Education may be substituted for experience as determined relevant by the agency.

PREFERRED QUALIFICATIONS:

  • Strong writer who can produce quality drafts of correspondence, presentations, reports, speeches and presentations
  • Strong communicator with the ability to respond to stakeholder questions and concerns, and articulate to others the activities and actions of the department
  • A team player, but one with self-initiative, a strong work ethic, and a positive attitude
  • Self-motivated with strong organization and attention to detail, as well as the desire to contribute to issue-identification and problem-solving
  • Great interpersonal skills and ability to be creative, think critically, be detailed oriented and be good at multi-tasking are important
  • Must have strong customer service skills to work collaboratively with internal stakeholders and external sources
  • Able to respond to direction and adapt to frequent changes in project tactics, creative strategy, deadlines, and/or market forces
  • Proficiency in use of SMART, Microsoft Office Suite, Adobe Professional, and data entry.
  • Education, experience, and/or training as legal secretary, paralegal, or associated field.
  • Strong organizational skills
  • Knowledge of the juvenile and criminal justice systems

Responsibilities

JOB RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

Provides professional-level support to the Secretary of Corrections and employees in the Office of the Secretary. This includes drafting, editing, revising correspondence, reports, presentations, and related documents, and ensuring internal consistency of information presented. Answering questions presented to the Secretary’s office, and/or provides a professional hand-off to other Divisions or agency representatives as appropriate to provide the most timely and accurate response on behalf of the Kansas Department of Corrections (KDOC). Also produces or assists with the production of, and distributes a variety of departmental reports, legislative testimony, and documentation to internal and external customers; drafts or finalizes drafts of correspondence, reports, agendas and other materials for the Secretary and employees in the Office of the Secretary; schedules, coordinates and handles logistics for meetings and other events both internally and externally at the state, legislative and national levels; makes travel arrangements for the Secretary and employees in the Office of the Secretary including entry of SMART requisitions and related information.
Acts as the Secretary’s liaison with the general public, staff, inmates, victims, and families; conducts background research on a variety of subjects and responds to request for information from the legislature, the Governor’s Office, the press, and other constituencies.
Serves as the primary staff person in the Office of the Secretary for purposes of updating information on the public website and staff intranet. Receives updates from other Divisions, Offices, Facilities and promptly posts the content to the site(s) as necessary. Edits existing and creates new content in collaboration with the Public Information Officer and Executive Director of Public Affairs as is identified as necessary and beneficial to informing the public and advancing the mission of KDOC. Liaisons with staff in Information Technology Division who are responsible for the technical support and security of our sites.
Serves as the KDOC “Official Custodian” as required by the Kansas Open Records Act (KORA) in K.S.A. 45-220. In performing those functions is identified to the public as the person to submit KORA requests to and then ensures KDOC is in compliance with both the letter and intent of KORA in providing a response. Coordinates with all Divisions, Offices, and Facilities of the KDOC as necessary to obtain records and provide a response to the party making the request under KORA.
Assists with the coordination of Legislative activities of impact or interest to the KDOC. Includes working with staff of Kansas Legislative Research Division (KLRD), responding to Fiscal Notes assigned by the Division of Budget (DOB), and working with Committee staff and Leadership as necessary to support the Secretary and the Office of the Secretary.
