POSITION SUMMARY

Leads and directs the Process Safety Engineering function for the San Diego Plant. Optimizes CPK’s process safety performance by helping to develop and implementing process safety standards and initiatives that assist the San Diego Plant in achieving world class Process Safety excellence. Identifies, manages, directs, and audits the process safety systems required to limit risk factors leading to process related incidents, including environmental mishaps, compliance violations, job-related injury or illness, property damage, and adverse public relations. Supports operations process safety efforts at the direction of the plant manager and Platform Process Safety Manager. Participates as a functional expert and resource for the plant as it relates to the process safety related functions. This role requires you to be on site 5 days a week.

SPECIALIZED/TECHNICAL KNOWLEDGE OR REQUIRED SKILLS

  • B.S. in Chemical Engineering, Safety Engineering, or related field. Advanced degrees a plus and 10 years of experience with progressive responsibility and experience in process safety.
  • Certifications – Professional Engineer and/or Certified Safety Professional a plus.
  • 5+ years with progressive responsibility and experience in process safety.
  • Extensive experience in the development and implementation of process safety standards including leading PHA’s
  • Expertise in consequence calculations.
  • Experience in EHS Management Systems
  • Proven excellence in both written and verbal communication skills
  • Ability to develop and implement strategic process safety initiatives
  • Excel, Word, and Power Point
  • Incident investigation tools and techniques ECF, root cause analysis SCAT, etc.
Responsibilities
  • Participate in the capital review and approval process as it relates to the San Diego facility including expansions, design changes, critical equipment, and processes
  • Develop and implement process safety management auditing protocols to measure compliance with applicable regulations, best management practices, and corporate standards
  • Lead and /or participate in investigations involving process safety incidents including identification of root causes and corrective actions. Track corrective action to closure.
  • Monitoring and reporting of process safety critical success factors designed to enhance operational excellence and reduce risk
  • Monitoring and reporting of process safety metrics designed to measure progress in achieving desired goals and objectives
  • Facilitates communication between all locations to share best practices and key learning’s from investigations and experience
  • Participates as required in corporate and sector initiatives and provides technical counsel as it relates to process safety
  • Manages and directs activities (including reports) from consultants and contractors. Recommends and ensures the efficient and appropriate use of consultants and contractors
  • Interface with insurance companies and or loss control/risk management regarding protection and mitigation systems
  • Other activities as directed by the Platform Process Safety Manager
  • Participate in training and staff development while maintaining and/or improving process safety performance
  • Develop, implement and manage process safety programs that achieve and/or support operational and maintenance excellence. This requires analytical ability, social skills, and a good understanding of how governmental compliance programs work.
  • Demonstrate competency in relating complex procedural and technical problems in regulatory law and compliance procedures to operations and engineering managers to assure compliance with environmental and safety law and that they meet their business objectives. This requires tact, demonstration of competency, and the ability to develop trusting relationships with other stakeholders.
  • Ensure timely and accurate reporting of data related to process safety performance. This requires developing and implementing systems that ensure the flow of timely data without becoming unduly burdensome.
  • Administer and evaluate a complex, multi-disciplined function that must comply with unique government regulations, best practice, and corporate guidelines
  • Deal with current operation, and process safety issues while staying abreast of new laws and regulations
  • Efficiently manage outside consultants and contractors when needed to achieve positive results. Work with site personnel to manage process safety issues requires excellent training, technical, and social skills.
