Project Background The IRC is implementing a multi-sector humanitarian response in Eastern Libya to support communities affected by Storm Daniel and ongoing service gaps in primary healthcare, MHPSS, and protection. The project aims to strengthen health services, improve access to essential medical care, and support vulnerable groups—including women, children, migrants, and displaced families—across Shahat, Soussa, Derna, AlQuba, and AlBayda. As part of this intervention, IRC seeks a psychologist to deliver quality mental‑health and psychosocial support (MHPSS), guide the prevention and management of psychological disorders, and ensure continuity of care within targeted health facilities. Scope of Work The Psychologist will be responsible for delivering of psychological and psychosocial services within designated health facilities and surrounding communities in Shahat, Soussa, Derna, AlQuba, and AlBayda, Libya (all transportation between assigned locations will be managed by the staff themselves). This includes diagnosing common psychological and emotional disorders and providing psychosocial support to individuals across all age groups, and timely referral to psychiatrists or other health providers when required. The role also ensures continuity of care through coordination with psychiatrists, community health workers, medical doctors, and referral hospitals, while maintaining high standards of patient‑centered care and confidentiality. Expected Outcomes / Deliverables Deliver high‑quality psychological care in alignment with national and international clinical standards, laws, and protocols, ensuring safe, ethical, and evidence‑based practice. Provide mental‑health and psychosocial services, including psychological assessments, diagnosis of non‑medical mental‑health conditions, psychotherapeutic interventions (individual, group, or family), crisis intervention, health education, and referrals to psychiatric or other health providers as needed. Coordinate closely with psychiatrists, community health workers, medical doctors, and other health providers to ensure continuity of care and conduct appropriate follow‑up for all clients, including those referred to specialized or higher‑level mental‑health services. Maintain accurate patient documentation and ensure all information is kept confidential and properly updated in program databases. Participate in Quality and Performance Improvement activities as required. Provide timely reports and updates to supervisors, while maintaining respectful communication with patients and families. Anticipated start date for the psychologist position will be March 1, 2026, with expected completion/end date May 31. 2026. Key Working Relationships: In addition to the relationship mentioned under the expected outcomes, the psychologist is expected to engage with the health manager/ Senior Health manager. The psychologist will not be line managing any internal staff. Duty station: This service contractor is required to provide the above-mentioned services in Shahat, Soussa, Derna, AlQuba, and AlBayda. Qualifications and requirements of a successful individual contractor: Bachelor’s degree in psychology with a valid practice license. Minimum of 3 to 5 years of professional experience providing psychological assessment, diagnosis, and evidence‑based psychotherapeutic interventions. Strong understanding of mental‑health care systems, diagnostic procedures, psychological case formulations, the Libyan health system, and the roles of mental‑health providers across sectors. Ability to work in a multi-cultural environment with daily travel to different field sites. Capacity and flexibility to work under pressure and difficult conditions Basic skills in Microsoft Office, particularly Word and Excel. Relevant experience working at NGOs with a similar role is an advantage.
