SUMMARY

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

QUALIFICATIONS

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

BASIC REQUIREMENTS:

Citizenship. Be a citizen of the United States.
English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
Education. Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association, the Psychological Clinical Science Accreditation System, or the Canadian Psychological Association at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term “specialty area” refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology).
OR
Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, The specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.
OR
Have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution, with a dissertation primarily psychological in nature.

Serves as the Psychology Program Manager for the Intensive Community Mental Health Recovery Services (ICMHRS) assigned under Mental Health (Psychology) Service. The primary duty location is the Oklahoma City VA Health Care System (OKCVAHCS). The ICMHRS program is located in Oklahoma City, OK and includes the RANGE program based in Lawton, OK. The incumbent is responsible for the day-to-day operations of their assigned program, including, but not limited to the following: time and leave management, consult management, clinic utilization management, hiring and staffing, budgeting and resource allocation, record reviews, change management, crisis management, Variable Equitable Resource Allocation (VERA), performance improvement action plans, productivity management and performance evaluations. The incumbent is responsible for establishing and promoting an atmosphere of unity within and outside Behavioral Health service through cooperation, collaboration, and collegiality. Maintains liaison with the Behavioral Health Social Work Lead, Chief of Social Work, Chief of Psychology and Chief of Psychiatry. Establishes and promotes a mutual understanding and cooperation in policy, objectives, areas of interest, and specialization. The incumbent will be expected to administratively oversee the ICMHRS program consisting of several employees of various disciplines and possess the ability to work with other managerial staff of various disciplines to fulfill the mission of the VA and Behavioral Health. In emergencies, the incumbent in this position will be considered essential personnel and will be expected to work through epidemics, pandemics, severe weather, national disasters, etc. The ICMHRS program is a community-based program delivering services in the homes of Veterans with Serious Mental Illness. As such, this position requires frequent (up to daily) travel, ability to drive a Government Vehicle and a valid driver’s license. Each Psychology Program is involved in the delivery of a myriad of mental health services which may include: medication consultation and management, individual psychotherapy, group psychotherapy, couples/family therapy and classes, biofeedback and stress management, psychosocial rehabilitation, crisis intervention, psychological assessment, trauma treatment addressing combat and sexual trauma, as well as, other sources of trauma and same-day access for appointments. The Psychology Program Manager has full responsibility for the oversight and supervision of the licensed psychotherapy providers in the program, which may include Psychologists, Licensed Professional Mental Health Counselors, Addiction Therapists, Licensed Marriage and Family Therapists, and/or Social Workers.
This position involves driving to see patients in the field and requires a valid drivers license, as well as the ability to pass the VA driving education to operate a government vehicle.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
