BASIC REQUIREMENTS

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialize experience in each of the following five competencies:

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

As a Public Health Analyst, you will use your knowledge of and experience with public health programs to optimize business results and customer experience by:

  • Developing and overseeing the implementation of plans and strategies for improving results and outcomes of sponsored programs through the use of performance-based evaluations.
  • Coordinating the development of uniform policy and standards for the collection, compilation, analysis, and reporting of program data.
  • Serving as advisor and subject matter expert in the areas of program data collection and analysis; the application of program data in measuring program performance and improving outcomes and results; and the design, collection, analysis, and interpretation of data on behavioral health epidemiology and services.
  • Providing professional leadership to the mental health services community in the development, evaluation, and implementation of new, effective approaches for the evaluation of mental health services programs and projects.
  • Serving as the COR for a portfolio of contracts in the assigned specialty area.
  • Leading in the development of the Request for Contract packages and in the review and assessment of proposals to ensure that prospective contractors are technically qualified and capable of providing services required, and to identify potential technical issues that could arise during the period of performance

Specialized Experience: To qualify for the PUBLIC HEALTH ANALYST, GS-0685-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  • Designing and monitoring data collection, analysis, and interpretation of data on behavioral health epidemiology and services.
  • Providing leadership to the mental health services community in the development, evaluation, and implementation of new, effective approaches for the evaluation of mental health services programs and projects.
  • Utilizing a wide range of advanced qualitative or quantitative tools for the assessment of public health program effectiveness.
  • Conducting fidelity assessments of evidence-based practices
