MINIMUM QUALIFICATIONS

  • This position requires some knowledge of public health principles and practices. This MQ is typically gained by successful completion of at least two college level courses -OR- one year experience applying public health principles and practices.
  • This position requires good knowledge of supervisory practices. This MQ is typically gained by at least one year work experience supervising staff; -OR- successful completion of 6 college credit hours of courses or seminars covering the essential elements of management (planning, organizing, leading, and controlling).
  • This position requires experience in quality improvement practices. This MQ is typically gained through two years of related work experience.
Responsibilities

THE ROLE:

The PHEP role in disaster preparedness, response and recovery includes:
- Providing disaster education both in advance of (i.e., what to expect in a disaster) and after (i.e., how to deal with the effects) event
- Using such resources as assessment, epidemiology, and data analysis to make and implement recommendations before and following a disaster
- Cooperating and collaborating with other partners to ensure that primary health, public health, and mental health issues are adequately addressed in disaster planning
- Coordinating the receipt and distribution of Strategic National Stockpile assets

SPECIFIC DUTIES INCLUDE:

  • Actively manages team performance.
  • Provide guidance and support to interns and students as needed.
  • Ensure PHEP sub-grant requirements are completed appropriately, meeting all guidelines, tasks, and deadlines.
  • Write the Scope of Work for the PHEP subgrant.
  • Oversee the Public Health Preparedness Program budget.
  • Actively participate in PHEP Program Manager meetings.
  • Provide oversight for coordination of medical countermeasure dispensing and distribution throughout the jurisdiction.
  • Determine training needs for PHEP team and provide oversight of training coordination.
  • Provide insight for operational issues and maintain situational awareness of national trends and the local impacts of those trends.
  • Participate in state, regional, and/or national appropriate workgroups to gain insight to local/national trends, best practices, and provide input from local health district level of management.
  • Collaborate with various programs within Southeastern Idaho Public Health to gather and leverage other activities that preparedness may support.
  • Partner with healthcare delivery system, including EMS, hospitals, clinics/providers, and pharmacy.
  • Serve as Emergency Operation Center (EOC) Director during response events, leading the district emergency response efforts and reporting to the policy board.
  • Partner with other health districts and state partners to identify/implement best
    practices, sub-grant scopes of work, strategic planning, and sub-grant requirements.
  • Participate in state and county level emergency management activities including mitigation planning, local emergency planning committees, and preparedness and response activities.
  • Conduct PHEP community presentations.
  • Analyze public health data.
  • Participate in PHEP Program Manager Conference Calls.
  • Other duties as assigned.
