ACCEPTABLE EXPERIENCE AND TRAINING:

  • Graduation from an accredited college or university with a Master’s Degree in Public Health, Epidemiology, Nursing, Social Work, or other health related field; and
  • Three to five years of experience in epidemiology, public health, health education, nursing, social work or a health field, including supervisory experience; or
  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

REQUIRED SPECIAL QUALIFICATIONS:

  • Valid Driver’s License;
  • National Commission for Health Education Credentialing (NCHEC) - Certified Health Education Specialist (CHES), preferred;
  • New Hampshire Registered Nurse (RN) - if applicable;
  • Specific National Incident Management System (NIMS) Federal Incident Command System (ICS) Certifications within 12 months of date of hire.

ESSENTIAL PHYSICAL ABILITIES:

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively;
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to inspect civic construction work under conditions encountered on construction sites;
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to work around construction equipment;
  • Sufficient strength and endurance with or without reasonable accommodations, which permits the employee to lift and carry, through a full range of motion, up to 20 pounds occasionally, 10 pounds frequently and 5 pounds continuously;
  • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to visit construction sites throughout the city and to climb, crawl in tight places and otherwise move through and around construction sites.

Responsibilities

PLEASE NOTE: THIS PUBLIC HEALTH SPECIALIST III, WILL BE A MEMBER OF THE HEALTH DEPARTMENT’S SENIOR LEADERSHIP TEAM; SUPERVISING THE NEIGHBORHOOD & FAMILY HEALTH BRANCH FOCUSED ON ADDRESSING SOCIAL DETERMINANTS OF HEALTH WITH A TEAM OF COMMITTED CLINICAL STAFF AND PUBLIC HEALTH SPECIALISTS. MASTER’S DEGREE AND SUPERVISORY EXPERIENCE REQUIRED. THIS SPECIFIC, PUBLIC HEALTH SPECIALIST III, ROLE WILL NOT PERFORM THE FOLLOWING DUTIES LISTED IN THE CLASS SPECIFICATION BELOW:

  • Provides technical support to surrounding communities on environmental health concerns;
  • Provides clinical care and services for populations in need, including in community settings such as schools and neighborhoods (if applicable);
  • Performs first aid, immunizations, testing, health screening and assessments (if applicable);
  • Develops communicable and/or chronic disease surveillance systems;
  • Assures that communicable and non-communicable disease investigation protocols are current and evidence-based.

GENERAL STATEMENT OF DUTIES:

Supervises complex research and assessments on various public health disease and health risk behaviors; designs and implements community prevention strategies and/or the delivery of evidence-based care and services to address environmental, social/behavioral, communicable or chronic disease concerns; leads resource development and performance evaluation; performs directly related work as required.
