We are looking to hire a Public Policy Manager – Kenya to join our Public Policy team. About the role The Public Policy Manager will lead Bolt’s regulatory and government relations work in Kenya. You will guide compliance, ensure operational continuity, and shape Bolt’s position in a fast changing mobility environment. Working with senior leadership, you will manage key external relationships and represent Bolt as a trusted, data driven voice in the transport sector. Main tasks and responsibilitiesRegulatory and Government Engagement – Build and maintain a structured network of government and regulatory stakeholders. Lead engagement with the Ministry of Transport, NTSA, Parliament, and county authorities, ensuring clear documentation and consistent messaging. Legislative and Policy Analysis – Review laws, regulations, and policy proposals to assess their impact on Bolt’s operations. Prepare recommendations, amendments, and internal policy notes supported by legal and economic analysis. Compliance and Risk Management – Track Bolt’s compliance with statutory requirements. Coordinate licence renewals and submissions with internal teams. Identify and mitigate regulatory and reputational risks early. Stakeholder Communication and Documentation – Produce clear and professional submissions, letters, and presentations that reflect Bolt’s position. Maintain accurate records of meetings, follow ups, and commitments. Research and Insights – Conduct policy and sector research, analysing market and regulatory trends. Develop data driven insights to support advocacy and internal decision making. Industry and Community Engagement – Build constructive relationships with industry groups, civil society, and safety organisations. Strengthen Bolt’s thought leadership through partnerships and public engagement. About youYou have at least 5 years of experience in public policy, government relations, or regulatory affairs, with proven success influencing policy outcomes. You have strong policy networks in Kenya and the ability to engage senior stakeholders across ministries and agencies. You are highly analytical, able to interpret laws, assess risks, and develop sound advocacy positions. You are an excellent communicator with strong writing, presentation, and negotiation skills. You are well organised and thrive in a fast paced, high accountability environment. You are fluent in English and Kiswahili, with experience representing organisations in external forums.
