Position Summary, 职位概述 Translates global/regional/multi-site purchasing strategies into action plans and operational projects while improving processes, business relationships, cross department efficiency, volumes and activities for the assigned site, incorporating contracts, purchasing tools, and supplier management techniques. Ensures that the site is supplied with required goods and services in the most efficient and cost-effective manner, and maintain maximum flexibility and minimum acceptable risk to Manufacturing. Job Responsibilities, 工作职责 Partners with other areas of the organization to identify opportunities, aggregate and standardize goods and services required. Selects appropriate purchasing tools and validates with users, and buy directly where applicable. Responsible for local purchasing activities for day-to-day operation and plant level projects. Fosters good working relationships with local suppliers and internal users. Manages local suppliers and negotiates contracts where appropriate. Provides guidance and direction to purchasing staff for assigned site including performance management, and job and career development with input into staffing and salary planning decisions. Effectively practices Performance Based Management by coaching and developing employees and assures effective alignment with the matrix functions Provides ongoing management reports on established metrics, assuring awareness of local supply situations and anticipated changes. Ensure compliance with Purchasing Ethics, Sarbanes-Oxley 404, ISO and Corporate Standards, Values, audit rules, laws, etc. Supports efforts to implement and maintain the Responsible Care® Management System in line with the requirements of the RC14001® technical specification, as applicable to the site/region. Requirements, 要求 Solid understanding of purchasing function, contract language, terms and conditions, and contract design. Business management skills including ability to implement strategy, monitor budgets, expenses, and manage costs and resources. Maintains up to date knowledge in purchasing profession and chemicals industry. Ability to develop and maintain a broad understanding of the marketplace for the portfolio of goods managed, as well as eSourcing tools and vendors. Excellent communication and interpersonal skills, including the ability to provide feedback and coaching, with the aptitude to influence all levels of employees and management, both internally and externally with suppliers and customers. Excellent negotiation and problem-solving skills; Fluent in the English language Ability to monitor and manage performance and development of staff. Good understanding of computer-based purchasing and inventory systems, including interfaces with other functional applications such as A/P, project and job costing, planning and forecasting. Education/Experience Bachelor degree in Business Studies, Engineering, Chemistry, or equivalent experience. 5+years in contracting and purchasing including at least 2 years management or supervisory experience in multi-national company Chartered Professional in Purchasing or equivalent National qualification.
