Description
Must have the ability to review, interpret and complete cost analysis of complex cost proposals. Major/critical procurement administration, from proposal solicitation, fact finding, cost, price analysis and commercial assertion. Collaborate with other functional disciplines as necessary, leading the overall supplier contract process. Strong emphasis with Supplier Quality, Engineering and Program Management. Assesses current material availability; reasonably predicts future availability based on the market, delivery systems, and other variables. Prepares and processes purchase orders and requisitions for materials, supplies, and equipment. Drafts, explains, and implements instructions, policies, and procedures for purchasing and contract management. Evaluates and approves conditions for issuing and awarding bids. Maintains and/or implements purchasing and recordkeeping systems. Coordinates removal or disposal of surplus materials. Ability to develop, then execute strategies that are sustainable in a matrix environment, as well as dependencies on other functional disciplines. Provide tactical and strategic direction to site procurement team. Lead team effort in the performance of market analysis, supplier selection/analysis and contract negotiations. Negotiate and coordinate additions, deletions, or modifications to subcontracts. Provide subject matter expertise on Purchasing policies and procedures, external and internal audits, and self-assessments. Work with Engineering on Value Analysis Value Engineering (VaVe) projects. Cross functional collaboration in support of Kaizen and other process improvement efforts. Perform other duties as assigned. 7+ years in purchasing or material management function. Aerospace/defense industry preferred. 3+ years management experience required. Strong negotiation skills desired. CPIM or APICS certified highly desirable. Effective influence and collaboration skills; ability to work effectively with all levels of the organization. Demonstrated organizational skills and a commitment to meeting schedules and deadlines. Experience with DOT and BATF regulations a plus. US Citizenship required due to ITAR Regulations Preferred Education and Experience:
