JOB SUMMARY:

In this role, you will lead a team to align quality culture and programs with business strategy to improve project performance. You will manage Quality Management System within the cluster and assess/oversee the review and evaluation of project quality and execution plans. Your leadership will elevate organizational competencies and drive quality culture, standards, core programs, and processes.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree in Engineering (or international equivalent) - Master’s degree (advantage) - with a minimum of (15) years of direct experience in Quality Assurance/ Quality Control system activities of which (5) years must be in managing Quality Management Systems/ Quality Control activities relating to the Project Scope of work (e.g. building construction projects, utilities, and infrastructure).
  • Membership of an appropriate professional body would be advantageous.
  • Shall have internationally recognized certification in auditing ISO 9001:2015 or equivalent and shall be able to exercise judgment against the criteria of the standards. (Required)
  • Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage)

REQUIRED KNOWLEDGE AND SKILLS:

  • Demonstrated experience with design controls, design verification and validation activities, process controls, construction or start-up activities, and risk management.
  • Experience working in a team-oriented, collaborative environment. Must maintain outstanding interpersonal and communication skills to motivate a large employee community. Must have led diverse teams made up of multifunctional professionals to realize agreed upon goals and objectives. Excellent coaching, listening, presentation, and interpersonal skills.
  • Good knowledge of Project Quality Management System and ISO 9001 certification at an enterprise level
  • Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
  • Proven data analysis, data verification, and problem-solving abilities. Experience with statistical reporting and analysis. Demonstrated ability to apply data driven decisions to execute sound business insight.
  • Ability to interact effectively and professionally at all levels of the organization (e.g., executives, managers, subject matter experts, peers, and support staff)
  • Ability to develop and lead process implementation and improvement in a team environment. Understanding of product quality improvement using tools such as Six Sigma, Lean methodologies etc.
  • Proficiency in oral and written communication in English Language.
Responsibilities

Participates in development, coordination, communication and concurs with Quality policies, standards, core programs and procedures for use across a medium to large project.

  • Contributes to continuous improvement of core programs to improve project execution efficiency and performance Builds and drives competency/training program to drive the quality culture and processes across the project.
  • Develop, Issue and Implement Quality Management Plan (QMP), as per Employer quality requirements.
  • Review and approve a finalized Project Quality Plan issued by all consultants and contractors.
  • Review quality submissions (i.e., ITPs, Quality Control Procedures, Material Submittals, Pre-qualification documents, RFIs, …etc.) from contractors, vendors, service providers, and vendors to ensure they meet the project’s quality standards.
  • Management of Consultants and Contractors adherence to the Project’s Quality Management Plan (QMP) and NEOM Procedures, this is achieved through:

a) Participate with the Employer to conduct and carry out audits of consultants’ and contractors’ Quality Assurance and Control program.

b) Conducting Quality Surveillances, reporting observations/deficiencies and work with concerned parties to close the findings.

  • Prepare and report Quality key statistics/trends/dashboards (weekly/monthly), analyze data and identify actions for improvement.
  • Preparing and Issuing Quality Bulletins/Knowledge Share based on lessons learned and best practices for continual improvement.
  • Develop Quality procedures (NCR, Site Observations, Quality Audits, …etc.).
  • Participate in the review of the scope of work/services, tender technical evaluation, and provide comments related to quality.
