Responsibilities and Duties: Working under the supervision of the Director of Quality Assurance and Risk Management, the Quality Assurance & Risk Management Specialist for Children’s Services (MCS) is primarily responsible for overseeing all quality assurance and incident management indicators related to Children’s Services. This includes training, foster parent approval, home compliance, case management, treatment planning, health outcomes, incident management, etc. The Quality Assurance and Risk Management Specialist (MCS) is also responsible for being trained and providing support as needed on all quality assurance and risk management indicators related to Adult and Supported Employment Services and for providing support as needed on any organizational indicators.

KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

  • Bachelor’s degree is required.
  • One (1) to two (2) years of previous experience in a position of similar scope preferred.
  • Knowledge of Microsoft Excel and Word is required.
  • Ability to learn new computer programs and perform data entry assignments with precision and reliability. Attention to detail is mandatory with this position.
  • Excellent interpersonal/human relation skills.

Responsibilities
  • Ensures well trained MCS Family Model (FM) Contractors and employees by:
  • Overseeing the development and implementation of formal training curriculums for each position to include pre-service and ongoing training certifications as outlined by MillarRich policies and Department of Children’s Services (DCS) policies. Feedback measures should be embedded within the curriculum to assess efficacy and to determine any changes that may be needed;
  • Working with the MCS Leadership team members to establish an annual calendar of training courses and opportunities for all positions;
  • Serving as the instructor for selected units of trainings and programs;
  • Overseeing the DCS annual review of training curriculum;
  • Developing and conducting routine audits of training processes and classes, training compliance, etc.;
  • Works with the Children’s Services to ensure MillarRich is adapting as changes are made at the state and federal level, needed policies and procedures are identified, and best practices are implemented that includes attending the department’s leadership meetings and initiation of service (IOS) meetings as they routinely occur;
  • Participates in DCS Coaching calls and DCS Private Provider Quarterly meetings to monitor for potential changes;
  • Corresponds with applicable Regional Offices and Central Office employees to ensure that adequate and appropriate communication is being delivered to all necessary parties on a routine basis and working toward problem solving any barriers to the implementation of services;
  • Develops and submits external reports to stakeholders (e.g., DCS, schools, family members, etc.) as requested including ongoing training reports, first aid/CPR reports, etc;
  • Reviews applicable policy information and regulations to ensure that MillarRich policies and procedures are in compliance with state and federal requirements and upon discovery of non-compliance, works with the Workgroup Leads and other relevant team members to ensure policy revisions are drafted and approved within MillarRich;
  • In absence of Director of Children’s Services and/or when necessary DCS expertise is needed for homes, due to special circumstances, attends Individual Support Plan (ISP)/Individual Education Plan (IEP) meetings, incident management and circle of support meetings/Child and Family Team Meetings (CFTM), court hearings;
  • Develops and conducts routine audits for the MCS department to include:
  • Health services including health care appointment follow up, well-child visits and Annual Dental completion, submission of health care documents to DCS, etc.;
  • Active treatment including ensuring goals and active treatment are aligned with permanency plan and Child and Adolescent Needs and Strengths (CANS) assessment, ensuring safety plans are current and address all areas as outlined in CANS assessment, ensuring initiation of services treatment team meetings are being completed within a week of admission and treatment plan is in place within 30 days, ensuring biological family is involved in the actual treatment planning and signing off within 30 days of admission, etc.;
  • Home approval processes, home compliance, etc.;
  • Identifies trends through audits completed and utilizes this information to develop plans of prevention, correction, and improvement as needed;
  • Conducts satisfaction surveys for the MCS department, assists with satisfaction surveys for other departments, and participates in aggregating and assessing the results to be presented for QA, Risk Management, Leadership, and any other relevant stakeholder groups or committees;
  • Performs all functions related to Children’s Services Incident Management Coordination to include:
  • Leads Incident Management review during MCS Leadership meetings;
  • Monitors each MCS incident to ensure that all necessary follow-up on all adverse events is completed satisfactorily and documentation is stored in appropriate locations;
  • Inputs all SIR information into TFACTS within the timelines indicated. This is to include ensuring timely submission of all related incident reports and notification of applicable departments (e.g., CPS, Biological Parents, FSWs, DCS Central Office, Law Enforcement, etc.);
  • Is the primary MCS contact regarding all investigative procedures (e.g., coordinates the submission of requested documents, assists with scheduling interviews, reviews final investigative reports, submits all investigative responses, conducts all internal Reportable Staff Misconduct investigations, etc.);
  • Leads the efforts to develop plans of prevention, correction, and improvement as it relates to trended incident data for Children’s Services;
  • Conducts trend studies and annual reports, as required. Upon completion of the trend studies, reviews these within the Incident Management meetings. Should it be identified that tasks are needed from the trend studies, the Quality Assurance & Risk Management Specialist (MCS) will assign these tasks and monitor for completion;
  • Gathers additional information regarding potential instances of Abuse, Neglect and Exploitation in Children’s Services to determine if the situation is reportable to Statewide Reporting System and the abuse hotline, as applicable;
  • Serves as a systems administrator for extendedReach that involves working with the Chief Information Officer (CIO), the other systems administrators, and the Director of Children’s Services to:
  • Create/update any needed customization and reporting systems;
  • Ensure privileges are established as appropriate;
  • Conduct information and access audits;
  • Make contact with extendedReach representatives to address any questions/concerns;
  • Serves as the point person for all internal and external Children’s Services audits to include scheduling of audits, retrieval and submission of requested information, filing and tracking final reports, developing response plans and working with relevant departments to implement the identified strategies;
  • Assists the Director of Quality Assurance (QA) & Risk Management as needed with any QA indicators (e.g., individual goals, outcome areas, satisfaction, etc.) and Risk Management indicators (e.g., incidents, reportable incidents/events, safety, accidents, grievances, complaints, etc.) that could include:
  • Conducting audits and/or analyses;
  • Conducting investigations;
  • Creating reports;
  • Working with relevant team members to develop/update systems and/or training;
  • Participates in the Quality Assurance and Risk Management committee meetings occurring at least quarterly and reviewing QA measures (e.g., individual goals, outcome areas, satisfaction, etc.) and Risk Management measures (e.g., incidents, reportable incidents/events, safety, accidents, grievances, etc.)
  • Maintains current training and knowledge needed to support the Adult Services (MAS) and Support Employment (SE) departments as an alternate/back-up to the QA & Risk Management Specialist (MAS/SE);
  • Maintains on-call status on a rotation with the QA & Risk Management Specialist for MAS/SE and the Director of QA & Risk Management that is outlined by the Director of QA & Risk Management;
  • Other duties may be assigned as circumstances warrant.
