POSITION SUMMARY:

Under the direct supervision of the IDD Executive Director, the Quality Assurance/Compliance Coordinator ensures compliance with Arizona Department of Developmental Disabilities (DDD) requirements, agency policies, and regulatory standards. This role manages staffing compliance, conducts audits, monitors service delivery, and supports training and corrective action efforts. The position works closely with leadership, program managers, and staff to safeguard member rights, promote quality improvement, and drive accountability across all programs.

MINIMUM QUALIFICATIONS:

  • Associate’s degree in Human Services or Social Services, or a related field or equivalent combination of education and directly related experience.
  • Minimum two (2) to three (3) years of professional experience in quality assurance, compliance, auditing, or program oversight within human services, healthcare, or non-profit organizations (including conducting audits, investigations, or compliance reviews).
  • Knowledge of Arizona Department of Developmental Disabilities (DDD) regulations, policies, and reporting requirements.
  • Strong organizational and time-management skills with the ability to meet strict deadlines.
  • Excellent written and verbal communication skills, including report writing.
  • Valid Arizona driver’s license and clearance/approval from corporate auto insurer.
  • Must be able to obtain a Level I AZ DPS Fingerprint and Background clearance, and clear Arizona Central Registry and Office of Inspector General (OIG) of Fraud Database.
  • Must be able to obtain and maintain instructor certification for Article 9 and Prevention and Support AzDDD training certification (preferred)

  • Any combination of academic education, professional training or work experience, which demonstrates theability to perform the duties of the position.

  • Minimum four (4) to five (5) years of program knowledge of Arizona Department of Developmental Disabilities (DDD) regulations, policies, and reporting requirements.

    • Strong organizational and time-management skills with the ability to meet strict deadlines.

          Responsibilities
          • Manage the DDD-FOCUS agency staffing roster and issue vendor calls for DTA, GSE, and Residential services.
          • Create and maintain a temporary staffing matrix in the DDD-FOCUS system to reflect staff changes as needed.
          • Monitor staff files for compliance with Arizona Centralized Background Checks through the Department of Public Safety portal; ensure accuracy and alignment with PPEP internal tracking system so both systems mirror each other.
          • Monitor employee training records to ensure staff are trained in accordance with compliance requirements.
          • Monitor compliance with consent forms and medication compliance reviews.
          • Complete DDD Quality Assurance Fact Findings for incidents that meet Agency Fact Finding requirements; ensure timely completion by DDD deadlines.
          • Ensure incident reports are completed and submitted to DDD within required timelines.
          • Review incident reports, fact findings, and related documentation for accuracy, timeliness, and compliance with state and agency requirements.
          • Track and monitor fact findings, CAPs, and incident reports to ensure timely and effective resolution.
          • In collaboration with the Program Manager and Training Coordinator, develop training materials for corrective action plans required by Arizona DDD.
          • Ensure staff are trained and understand expectations regarding abuse/neglect prevention, professionalism, and compliance with applicable regulations (e.g., Article 9 or equivalent).
          • Provide education to staff on quality standards, documentation practices, incident reporting, and compliance requirements.
          • Support supervisors and program managers with Corrective Action Plans (CAPs) and follow-up when non-compliance is identified.
          • Conduct audits of service sites for health and safety compliance, including fire drills and water temperature readings.
          • Conduct regular audits, inspections, and reviews to ensure adherence to organizational policies, regulatory guidelines, and contractual obligations.
          • Document findings and provide timely feedback to leadership and staff.
          • Monitor and review member attendance; ensure units are available and that the correct authorization numbers are in place.
          • Review member PCSPs and BTPs, along with behavior monitoring reports and Monthly/Quarterly progress reports.
          • Monitor service delivery to ensure alignment with member rights, person-centered planning, and industry best practices.
          • Ensure member and family feedback is incorporated into service improvement efforts.
          • Identify areas of non-compliance and, in conjunction with the Executive Director, develop corrective action plans or performance improvement plans with clear expectations and requirements.
          • Collect, analyze, and interpret data to identify trends, risks, and areas for improvement.
          • Prepare written reports, summaries, and recommendations for leadership and stakeholders.
          • Collaborate with staff, management, and external partners to implement strategies for improving service quality and outcomes.
          • Recommend best practices and innovative solutions to strengthen organizational performance.
          • Assist with developing, updating, and enforcing organizational policies and procedures.
          • Promote teamwork, respect, and open communication across quality assurance activities.
