SUMMARY: This position serves as a Quality Control (QC) Monitor responsible for oversight and evaluation of contractor performance in accordance with the Federal Protective Service (FPS) Statement of Work (SOW). The QC Monitor ensures all services, personnel, and deliverables meet contractual performance standards, quality assurance benchmarks, and applicable DHS regulations. The position requires regular field inspections and documentation of contractor compliance across multiple sites in Maine, New Hampshire, Vermont, and Eastern Massachusetts. MAJOR DUTIES AND RESPONSIBILITIES: * Conduct routine and unannounced inspections of contractor operations, personnel, equipment, uniforms, and post performance to ensure compliance with FPS contractual and SOW requirements. * Monitor contractor adherence to staffing, attendance, and performance obligations as specified in the SOW. * Evaluate and document the quality of contractor-provided services, identifying deficiencies, trends, and areas requiring corrective action. * Maintain comprehensive inspection reports, performance records, and deficiency notices in accordance with FPS quality control protocols. * Coordinate with the Contracting Officer’s Representative (COR), Quality Assurance Manager (QAM), and contractor representatives to address and resolve performance issues. * Support the Government’s Quality Assurance Surveillance Plan (QASP) by collecting and verifying objective performance data. * Prepare written evaluations, monthly summaries, and corrective action documentation for review by FPS and contracting officials. * Travel frequently within the assigned geographic region to perform site visits, inspections, and compliance verification. REQUIRED QUALIFICATIONS: * Minimum of two (2) years of experience in quality assurance monitoring or performance-based contract oversight involving personnel services. * Knowledge of federal contract compliance, quality control requirements, and Statement of Work (SOW)implementation. * Strong analytical, organizational, and written communication skills. * Demonstrated ability to assess performance against established contractual requirements and prepare detailed written evaluations. * Proficiency in Microsoft Office applications and digital reporting systems. * Ability to travel extensively throughout the assigned region. PREFERRED EXPERIENCE: * Experience working with the Federal Protective Service (FPS) or other Department of Homeland Security (DHS) components. * Familiarity with Quality Assurance Surveillance Plans (QASPs) and performance-based service contracts. * Background in security operations, contract compliance, or federal oversight functions. WORK ENVIRONMENT: This position requires routine travel to multiple FPS-protected facilities within Maine, New Hampshire, Vermont, and Eastern Massachusetts.
