HEAD OF HSEQ | Integrated Energy Group | UAE

A large, integrated energy operator in the UAE is looking for a senior HSE leader to take ownership of safety, environmental and quality performance across a live operating plant. This is a confidential search — full details shared with shortlisted candidates.

The role

You'll sit at the top of the HSE function for a permanent operating asset — not a construction site, not a corporate ESG desk. You'll own the HSE management system end to end: policy, KPIs, audits, management review, and the safety culture of the plant. You'll be the senior voice on process safety (HAZOP/HAZID, major hazard risk), environmental compliance (ISO 14001), emergency and fire readiness, and contractor HSE governance across shutdowns, tie-ins and projects. You'll report into senior plant leadership and advise directly on risk exposure and resourcing.

What we're looking for

• 10+ years of HSE leadership in a gas, oil, refining or petrochemical operating plant environment (construction-only backgrounds won't fit this one)
• Proven ownership of a plant-wide HSE management system — not just a supporting or site-safety role
• Strong process safety exposure: HAZOP/HAZID/PSSR, major hazard risk management
• Practical ISO 14001 experience; ISO 50001/45001/9001 auditor credentials a strong plus
• NEBOSH Diploma or equivalent senior safety qualification
• Track record leading incident investigations (structured RCA) and contractor HSE governance through shutdowns and brownfield projects
