Job Description: Parsons is looking for an experienced Quality Manager ( to lead the development, implementation, and maintenance of the Quality Management System (QMS) for major projects in the Kingdom. You will be responsible for ensuring that all project deliverables—from design through construction—adhere to What You’ll Be Doing Quality Leadership: Establish and champion the Project Quality Plan (PQP) and ensure its integration into all phases of the project. Audit & Compliance: Plan and conduct internal and external quality audits. Monitor the implementation of corrective and preventive actions (CAPA) to close out non-conformances (NCRs). Contractor Oversight: Review and approve contractor/consultant Quality Plans, Inspection and Test Plans (ITPs), and procedures. Conduct regular site assessments to ensure compliance. Performance Metrics: Develop Key Performance Indicators (KPIs) to measure quality performance and provide regular reports to senior management and the client. Risk Management: Identify quality-related risks early in the project lifecycle and implement mitigation strategies to prevent rework and cost overruns. Training: Lead quality awareness training sessions for the project team and stakeholders to promote a "Right First Time" culture. Continuous Improvement: Evaluate project processes and recommend improvements to enhance efficiency and service delivery. What Required Skills You’ll Bring Education: Bachelor’s Degree in Engineering, Architecture, or a related technical field. Experience: A minimum of 10 years minimum experience in Quality Management, with at least 5 years in a leadership role on large-scale construction or infrastructure projects. Certification: Lead Auditor certification (ISO 9001:2015) from a recognized body (e.g., IRCA). Technical Proficiency: Comprehensive knowledge of Quality Management principles, standards (ISO, ASTM, ACI), and Lean Six Sigma methodologies. Soft Skills: High level of integrity, strong analytical skills, and the ability to influence stakeholders at all levels. Languages: Native-level Arabic and professional-level English (written and verbal). What Desired Skills You’ll Bring Active membership in the Saudi Council of Engineers (SCE) at a Professional or Consultant grade. Certified Quality Manager (CQM) or Six Sigma Green/Black Belt. Prior experience with KSA Giga-projects (e.g., NEOM, Red Sea Global, Diriyah Gate).
