WHAT YOU’LL BE DOING

The duties/responsibilities defined below may be supplemented by further duties as defined by the Project Controls Manager:

  • To participate in project reviews and audits and conduct self-assessments of the Cost Management arrangements to ensure compliance is achieved with company procedures.
  • Instigate and lead independent project and contract performance reviews on behalf of the Project Controls Function.
  • Support preparation of Invitation to tender, including Works Information and other contract documents
  • Support Project Manager with managing the tender assessment process and review and any
  • negotiations with the Contractor
  • Provide pre-tender estimate to support tender cost analysis, analyse tenders and issue
  • recommendations
  • Provide estimates using relevant standard method of measurement (NRM2, SMM7, CESMM3 etc.) and with supporting documentation such as Basis of Estimate etc.
  • Use of company tools and systems to produce estimates and manage the costs and contract
  • Responsible for putting in place appropriate cost control and managing the overall budget, work with the project team to ensure cost capture requirements are in place (Programme structure, Work Orders, PO structure, using company finance system etc.)
  • Perform all post-contract cost activities e.g.: - evaluate monthly payment applications, raise payment certificate and SEN’s, assess Compensation Events and Early Warnings, assess and acceptance of schedules, review of pain/gain share, review and assess and make recommendations for Final Account submissions
  • Use of company contract management system to support the tasks above and general administration of the contract
  • Validate and interrogate supply chain data to assist in accurate cost forecasting and trending and work with the supply chain to understand variances, track expenditure against progress, drive cost accuracy and ensure timely and accurate reporting.
  • Provide reliable & consistent Estimate to Completion (ETC) and Expenditure (ACWP) based on Value of Work Done.
  • Conduct full and detailed SPI, CPI variance analysis and subsequent root cause analysis, followed by provision of narrative, recommendations & recovery plans; in support to Cost Engineers.
  • Responsible for monthly EAC forecasts and reviews and liaise closely with Project Manager and Programmes to provide advice on any changes and variations to the contract
  • Support project team in reviewing contingency and management of risks
  • Support value engineering process through review of scope and cost
  • Instigate, lead and perform Defined Cost Audits when required
  • Seek out and analyse relevant current and historical data to support robust cost estimating of activities and ensure data is collected, reviewed and used by quantity surveyors and cost engineers
  • Undertake tasks in accordance with Contract Management standards and expectations.
  • Support cost engineers’ development through structured mentoring and coaching including delivery of training
  • Contribute to the effective development and delivery of training within own area of specialism. Assist with Design, delivery and evaluation of training, acting as coach and mentor
