Job Description: Parsons is seeking a highly detailed, Site-based Quantity Surveyor to oversee commercial and contract administration functions for major wastewater infrastructure developments in Tabuk. Operating directly from the project site, you will be responsible for the accurate measurement, validation, and certification of all physical works—including wastewater treatment plants, pumping stations, and deep utility networks. You will ensure that contractor payments strictly reflect field realities and comply with project budgets and contractual agreements. What You'll Be Doing Perform rigorous on-site measurements and quantity take-offs to validate and certify monthly contractor progress billings and interim payment certificates (IPCs). Conduct routine physical site inspections to audit completed works, ensuring contractor-reported quantities align with actual progress on the ground. Evaluate contract variations, site instructions, and change orders specific to wastewater networks, earthworks, and structural concrete installations. Assist in the review and settlement of commercial claims, analyzing site records, diaries, and RFIs (Requests for Information) to assess cost impacts. Maintain impeccable, auditable commercial files, including tracking sheets, measurement books, and material delivery logs. Collaborate daily with Resident Engineers and site construction teams to reconcile discrepancies between design drawings and installed quantities. What Required Skills You'll Bring Education: Bachelor’s degree in Quantity Surveying, Civil Engineering, or Construction Management. Professional accreditation (e.g., MRICS, AIQS) is highly advantageous. Experience: Minimum of 7 years of direct construction experience as a Quantity Surveyor. A proven track record working on wastewater networks, treatment facilities, or wet infrastructure utilities is required. Technical Skills: Deep knowledge of civil engineering standard methods of measurement (such as CESMM4 or POMI) and FIDIC forms of contract. Proficiency in AutoCAD, Excel, and specialized commercial management software. What Desired Skills You'll Bring Communication: Strong interpersonal and written communication skills in English, with the ability to firmly negotiate and resolve quantity disputes with contractors on-site.
