Job Title:Quarry Mine Manager (3.1 Appointment)
Purpose of the Role:
To ensure the safe, efficient, and compliant operation of the quarry mine in accordance with the Mine Health and Safety Act, DMRE regulations, and company standards. The Quarry Mine Manager is responsible for overseeing all mining operations and ensuring that the site complies with applicable legal, environmental, and operational requirements. This role carries a legal appointment under Section 3.1(a) of the MHSA.

MINIMUM REQUIREMENTS:

  • Grade 12 / Matric
  • Blasting Certificate for Surface Mines
  • Mine Manager’s Certificate of Competency (Quarry Works) – DMRE recognized
  • “Make Safe” Certificate(in line with DMRE requirements)
  • Valid Driver’s License
  • Legally appointed or eligible to be appointed under MHSA Section 3.1(a)

EXPERIENCE:

  • Minimum 5–8 years operational experience in surface mining/quarrying.
  • At least 3 years in a supervisory or managerial capacity within a quarry or open-cast mine.
  • Proven track record managing DMRE compliance, inspections, and legal appointments.
  • Demonstrated knowledge of MHSA, Occupational Health and Safety Act, and environmental regulations.
Responsibilities
  • Legal Compliance and Safety
  • Assume legal responsibility as the 3.1(a) appointee under the MHSA.
  • Ensure compliance with DMRE, MHSA, and related mining and environmental legislation.
  • Conduct regular risk assessments and ensure corrective action is taken.
  • Ensure implementation and enforcement of the mine’s Health and Safety Management System.

  • Oversee and sign off on all “Make Safe” procedures and documentation.

  • Operational Management

  • Plan, coordinate and oversee daily quarrying operations to ensure productivity and cost-effectiveness.

  • Ensure effective blasting, excavation, hauling, and crushing processes.
  • Supervise and coordinate maintenance of plant and equipment.

  • Monitor production targets and report deviations.

  • People Management

  • Lead, manage, and develop the quarry workforce, including shift supervisors and equipment operators.

  • Ensure training, competency, and legal appointments of all relevant personnel.

  • Maintain discipline, resolve conflicts, and foster a safety-first work culture.

  • Stakeholder Liaison

  • Serve as the point of contact for DMRE inspections and audits.

  • Engage with external stakeholders such as environmental regulators, community representatives, and suppliers.

  • Prepare and submit required reports to DMRE and internal stakeholders.

  • Environmental and Community Responsibility

  • Ensure compliance with Environmental Management Plans (EMP).

  • Minimize environmental impact of operations, including dust suppression, water management, and rehabilitation.
  • Ensure corporate social responsibility (CSR) and community engagement initiatives are supported.
