Description Rapid Response Coordinator Full-Time Wall Lake, Iowa The Rapid Response Coordinator will lead and coordinate activities designed to assist workers and employers during layoffs, closures, or other workforce transitions within the local area. This position ensures timely delivery of Rapid Response services in alignment with the Workforce Innovation and Opportunity Act (WIOA) Title I guidelines, while also conducting proactive outreach to employers, community partners, and job seekers. The Coordinator will focus on building strong, ongoing relationships with stakeholders and collecting, analyzing, and reporting data to inform program strategy and demonstrate impact. Responsibilities: Serve as the primary point of contact for Rapid Response events in the local area. Coordinate and deliver timely on-site or virtual Rapid Response presentations to affected employees, providing information on unemployment insurance, career services, training opportunities, and community resources. Work collaboratively with the Local Workforce Development Board, the State Rapid Response team, labor representatives, and partner agencies to ensure compliance with state and federal timelines. Develop customized reemployment plans and resource guides for impacted workers. Maintain detailed documentation of all Rapid Response activities in accordance with WIOA regulations. Build and maintain relationships with local employers, industry associations, chambers of commerce, unions, and economic development partners to identify potential workforce transition needs early. Promote workforce development services, including incumbent worker training, layoff aversion strategies, and recruitment assistance. Conduct outreach campaigns using multiple platforms (in-person visits, social media, email, community events). Represent the organization at job fairs, hiring events, and community forums. Serve as a trusted liaison between employers, workers, and partner organizations to ensure effective communication and coordination. Foster ongoing connections with employers post-Rapid Response to support retention, reemployment, and upskilling strategies. Partner with community agencies, training providers, and labor representatives to create a seamless referral network for impacted workers. Act as an ambassador for the workforce system, ensuring stakeholders are informed, engaged, and supported. Collect and maintain accurate records of all Rapid Response and outreach activities, including participant demographics, employer data, and service outcomes. Input and manage data in compliance with local, state, and federal reporting systems. Analyze trends in layoffs, industry changes, and service utilization to guide proactive outreach and layoff aversion strategies. Prepare regular reports for internal review, Local Workforce Development Board updates, and required state submissions. Ensure all outreach and service delivery activities are in compliance with WIOA regulations, performance measures, and local policies. Participate in program evaluations, audits, and continuous improvement initiatives. Provide feedback and recommendations for process enhancements based on data insights and stakeholder feedback. Requirements Required Skills/Abilities: Self-starter who can prioritize and manage multiple tasks and priorities, meet deadlines, and demonstrate consistent reliable follow- through. High initiative, outstanding organizational skills, clear attention to detail and the ability to follow-through. Knowledge of or direct work experience with employment/training government programs. Excellent written, verbal, and interpersonal communication skills. Strong communication, presentation, and relationship-building skills for diverse audiences. Ability to work independently and travel within the local area Advanced computer proficiency with Microsoft Office products (Word, Outlook, Excel, Access); knowledge of social service government systems strongly preferred. Minimum Qualifications: Associates or Bachelor’s degree from an accredited university in business or other related field preferred; or equivalent combination of education and experience. Minimum 2-5 years’ experience program operations/reporting/quality assurance ideally with a social service agency.
