Primary Purpose PRIMARY PURPOSE OF POSITION The Real Estate Manager has day-to-day responsibility for managing the resources necessary to execute the processes involving the acquisition and disposition, whether by purchase, sale, lease, or license of real property rights, in accordance with the strategy and business goals of the business unit and department. Manages relationships with landowners, vendors and other stakeholders involved in the real property management function. Provide oversight and accountability for the reliability of a robust record management system. Supervise and lead teams comprised of internal staff and contractors responsible for performing real estate projects. Wakefield Drive Newark, Delaware 19714 United States New Castle, Map 5100 Harding Highway Mays Landing, New Jersey 08330 United States Atlantic, Map Primary Duties PRIMARY DUTIES AND ACCOUNTABILITIES Leadership, Oversight, and Team Management Lead, develop, mentor, and manage the performance of internal staff and contracted resources responsible for Third Party Attachment activities, including application processing, coordination, compliance tracking, and issue resolution. Establish clear performance expectations aligned with FCC/PSC timelines, internal service level agreements (SLAs), and regulatory requirements. Provide coaching and escalation support to ensure complex or high-risk attachment matters are resolved effectively and compliantly. (15%) FCC Timeline Management and Regulatory Compliance Own and oversee compliance with all applicable FCC pole attachment rules, including timelines for application review, make-ready work, and attachment installation. Monitor, track, and report performance against FCC-mandated timelines; proactively identify risks to compliance and implement corrective actions. Serve as a subject matter expert on Third Party Attachment regulatory requirements, ensuring policies, procedures, and execution remain aligned with evolving federal and state regulations. (25%) Third Party Attachment Process and Operational Execution Oversee the end-to-end Third-Party Attachment process, including application intake, coordination with engineering and operations, make-ready execution, documentation, and closeout. Ensure consistent application of Third-Party Attachment principles, including safety, reliability, cost causation, non-discriminatory access, and transparent communication with attaches. Manage the effective use of external vendors and contractors supporting surveys, make-ready work, and inspections. (20%) Stakeholder and Attaches Relationship Management Collaborate closely with internal stakeholders, including Engineering, Operations, Legal, Finance, Regulatory Affairs, and Customer Operations, to align priorities and resolve cross-functional issues. Support regulatory inquiries, audits, complaints, and data requests related to Third Party Attachment activities. (15%) Process Improvement, Controls, and Records Management Develop, document, maintain, and continuously improve Third Party Attachment processes, procedures, and internal controls to enhance compliance, efficiency, and customer experience. Provide oversight and accountability for a robust and auditable record management system, ensuring accurate documentation of attachment agreements, permits, billing records, and regulatory artifacts. Identify systemic issues and implement data-driven solutions to reduce cycle times, improve transparency, and mitigate regulatory and operational risk. (15%) Reporting, Metrics, and Executive Communication Develop and maintain key performance indicators (KPIs) related to timelines, backlog management, compliance, and customer satisfaction. Prepare and present regular performance updates, risk assessments, and portfolio-level reporting to senior leadership. Support enterprise initiatives related to Third Party Attachment optimization, regulatory strategy, and operational excellence. In lieu of degree, 9-12 years of relevant experience. Experience with processes adjacent to real estate issues (geospatial analysis, ALTA and boundary surveying, property tax assessment, site permitting, legal or paralegal aspects of real estate documents and the curative processes required to ensure proper conveyance of land rights and securing real estate rights. Strong oral, written, and presentation communication and relationship management skills. Success working in various roles on cross-functional teams. Demonstrated ability to prioritize and balance multiple competing resource requirements at any given time, and to marshal resources to complete work in a timely manner. Demonstrated supervisory skills to drive exemplary performance of a team of real estate professionals. Proficient in Microsoft Office suite, particularly Excel and PowerPoint. Preferred Qualifications PREFERRED QUALIFICATIONS Experience in electric utility, telecommunications, broadband, or infrastructure-heavy regulated industries. Direct experience supporting regulatory audits, complaints, or FCC-related reporting. Familiarity with pole attachment management systems, work management platforms, or compliance tracking tools. Advanced degree (MBA, MPA, JD, or related) preferred. Benefits Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $104,000.00/Yr. – $143,000.00/Yr.
