The Position: The SRH Policies & Humanitarian Response Officer provides technical and programmatic support to the Country Office in advancing UNFPA’s mandate in sexual and reproductive health and rights (SRHR), maternal health, family planning, and emergency SRH services. The Officer will support policy processes, contribute to humanitarian preparedness and response activities, assist with coordination, and provide day-to-day programme support under close guidance. He/she will report directly to the Assistant Representative. Job Purpose: In line with the current UNFPA Country Programme 2025-2028, the SRH Policies and Humanitarian Response National Officer will serve as the responsable for coordination, implementation, monitoring, and reporting of SRH and humanitarian response activities in the field, including UNFPA`s normative role in maternal health, family planning, adolescent SRH, HIV programming, health sector response to gender-based violence (GBV), both in development and humanitarian settings. In fulfilling these responsibilities, the SRH Policies and Humanitarian Response National Officer will work closely with government counterparts, implementing and development partners, civil society organizations, and sister UN agencies. He/she will represent UNFPA in all coordination mechanisms related to SRH and humanitarian response within the context of the humanitarian reset. You would be responsible for: A. Programme and Policy Support to SRHR • Assist in reviewing and updating national SRHR policies, guidelines, and frameworks in collaboration with government partners. • Provide technical and administrative support to the development and implementation of SRHR in annual workplans. • Support policy research, situation analyses, and compilation of background information related to SRHR policies. • Assist in organizing technical meetings, consultations, workshops, and field missions. B. Humanitarian preparedness and response • Provide support to emergency SRH preparedness, including MISP-related activities, partner mapping, and readiness assessments. • Contribute to data collection and documentation during humanitarian needs assessments and rapid assessments. • Assist in the coordination of SRH-related support to implementing partners in affected areas. • Support tracking and management of humanitarian SRH commodities (e.g., RH Kits) under supervision. • Contribute to drafting situation reports (SitReps), 5Ws, and inputs to humanitarian coordination platforms. C. Programme management and monitoring • Assist in the preparation of project proposals, budgets, and donor reporting inputs. • Support monitoring and evaluation efforts, including data gathering, indicator tracking, and preparation of monitoring reports. • Participate in field visits to support implementing partners, document progress, andprepare follow-up action points. • Assist in ensuring compliance with UNFPA’s financial, administrative, and results-based management guidelines. D. Coordination, partnerships and resources mobilization • Support coordination with government ministries, UN agencies, NGOs, and community organizations involved in SRHR and humanitarian work. • Participate in working groups such as the SRH Working Group, Health Cluster, and GBV Sub-Cluster, primarily in a support role. • Provide administrative and technical assistance to strengthen partnerships, communication flow, and collaborative planning. • Contribute to advocacy and awareness-raising activities promoting SRHR and maternal health, especially among vulnerable groups. • Support the mobilization of resources for SRHR and humanitarian response. E. Knowledge management and communication • Assist in collecting, organizing, and disseminating knowledge products, lessons learned, and case studies. • Support development of communication materials, briefs, and success stories. • Maintain updated records, databases, and documentation related to SRHR and humanitarian programming. Carry out any other duties as may be required by UNFPA leadership. Qualifications and Experience: Education: Master’s degree in Public Health, Medicine, Nursing/Midwifery, Social Sciences, Health Policy, or other relevant fields. Knowledge and Experience: • 5 years of relevant experience in SRHR, public health, humanitarian response, or policysupport. • State of the art knowledge on policies related to sexual reproductive health and rights, maternal health, family planning and contraceptive technologies required • Field experience addressing/integrating sexual and reproductive health and reproductive rights issues in emergency and post conflict contexts required. • Strong commitment to the mandate of the UN and UNFPA in the Philippines required. • Experience of working with vulnerable communities is an asset. • Practical experience in design, implementing, monitoring and evaluation of development projects required • Experience using office software packages and web-based management systems required. Languages: Fluency in Spanish is required. English working knowledge. Other official UN languages, preferably French and Portuguese, are desirable.
