We are currently seeking experienced candidates for the position of Real Estate Transaction Manager. The CSU Chancellor’s Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation’s largest and most diverse system of higher education. POSITION INFORMATION
The California State University, Office of the Chancellor, is seeking a Real Estate Transaction Manager to be responsible for the due diligence of prospective real estate acquisitions pursuant to PolicyStat section 9019, and for the development and review of other real property agreements, including easements, leases and licenses. Responsibilities include title review, environmental review, CEQA review and compliance with CSU Seismic Policy and other guidelines in the case of the real estate containing built improvements. The incumbent will additionally collaborate with campuses, the Real Estate Development Manager, and Finance & Treasury to evaluate the business case and financial viability of prospective acquisitions. The incumbent will provide expertise on title matters and business terms related to easements, licenses and other property encumbrances, leases, and other transactions.
QUALIFICATIONS
This position requires:
- A BS or BA degree in a related field.
- Five years of professional experience in real estate transactions, title review, development, planning and entitlements, or a similar field.
- Experience reviewing and analyzing title reports and real property legal agreements, including an understanding of core contract principles.
- Knowledge and understanding of core real estate acquisition due diligence processes and concepts.
-Research skills - Ability to effectively analyze both qualitative and quantitative information to support real estate transactions, policy development and decision-making.
- Ability to take independent ownership of projects and tasks, and to develop and execute work plans with limited direction.
- Excellent verbal and written communication skills for:
- Synthesizing and communication research and analysis findings;
- Communicating meeting agendas, summaries, open items, next steps, and work plans, in written or presentation format;
- Interacting with many different professional levels, both within CSU and external to CSU.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and other software that can track and generate reports on real estate projects or long-term leases.
- Creative thinking combined with the talent to implement entrepreneurial concepts.
- Excellent interpersonal skills including the ability to assist others in resolution of conflicts.
PREFERRED QUALIFICATIONS
- Understanding of the decision-making processes and structure of large, complex, multi-campus educational institutions.
- Real estate knowledge specific to California or to one or more regions and/or cities in California, including laws, entitlements, and market trends and dynamics.
- Knowledge of construction industry and public works contract law, rules regulations, or CSU contract law.
- CSU or higher education experience preferred.
Under the general direction of the Executive Director, Real Estate Services, the Real Estate Transaction Manager will:
- Manage the research, analysis, review and approval of due diligence materials for prospective acquisitions of land and buildings for all 23 CSU campuses, including title review, environmental review and CEQA review.
- Review title reports and other land records to identify any discrepancies, legal issues, business risks or other concerns.
- Evaluate property condition assessments and other evaluations of built improvements in collaboration with Planning & Design and Facilities Management staff.
- Participate in the development and/or review of demand studies, business plans, financial analyses, and other analyses to support the business case for prospective acquisitions, and at times, participate in or lead negotiations with sellers.
- Independently communicate and coordinate with campuses on property acquisition due diligence matters.
- Monitor market trends and engage with brokers and other stakeholders about potential acquisition opportunities.
- Oversee CSU policy related to real property acquisition and develop policy and/or process improvements accordingly.
- Manage relationships and contracts with title companies and other service providers.
- Evaluate opportunities and perform due diligence for prospective space to be leased by the CSU.
- Support and at times lead the review of title reports and underlying agreements in support of CSU granting or seeking easements and other encumbrances.
- Assist in the preparation and review of Board of Trustees (BOT) materials.
- Manage the flow of information between project teams and departments to ensure stakeholders are updated on project statuses.
- Maintain and update project tracking tools to reflect current progress and milestones.
- Prepare and process reports for submission to state and other government bodies to comply with regulatory requirements.
- Maintain internal records related to compliance, reporting and other recurring processes.
- Participate in meetings and communication with CSU stakeholders and external partners to foster strategic relationships.
- Participate in relevant professional organizations and state/local affiliation organizations to keep industry knowledge current and to enhance CSU’s networks.
- Lead and/or assist in the development of Requests for Qualifications and Requests for Proposals.
- Lead and/or assist in the evaluation of RFQ and RFP responses.
