Description JOB SUMMARY The Liberty County Board of Assessors is accepting applications for a full-time Real Property Appraiser I-IV. This position is responsible for appraising real property in order to assist with the development and documentation of the county tax digest. MAJOR DUTIES Measures, describes and values real estate and all new construction by conducting on-site reviews. Conducts on-site inspections of all real estate in the county to discover any unreturned properties. Conducts mobile home decal inspections and valuations. Processes and inspects taxable property appeals. Assists taxpayers by explaining property valuations, describing potential exemptions, explaining tax assessment rules and regulations, and preparing applications for exemption programs. Produces property valuation models. Researches deeds and plats. Conducts damage assessments following natural disasters. Maintains inspection equipment. Verifies and qualifies sales. Presents valuates to the public, the Board of Assessors, the Board of Equalization, and the Superior Court. Processes and inspects real and personal property returns. Runs ratio studies. Performs other related duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION Knowledge of general building and construction practices and materials. Knowledge of procedures used to determine valuations of real property. Knowledge of state laws pertaining to real property taxation. Knowledge of techniques used in determining fair market value. Knowledge of state rules and regulations regarding property taxation and appraisal methods. Knowledge of the geography and location of properties in the county. Skill in maintaining accurate records. Skill in performing basic mathematical calculations and drafting. Skill in reading and interpreting maps, deed information, and costing manuals. Skill in operating an automobile. Skill in interpersonal relations. Skill in oral and written communication. PHYSICAL DEMANDS/ WORK ENVIRONMENT The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching, or walking, The employee frequently lifts light and occasionally heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and contagious or infectious diseases. Work requires the use of protective devices such as masks, goggles, gloves, etc. Requirements MINIMUM QUALIFICATIONS Associates degree in a related course of study required. More than two (2) years of related experience required. Possession of a valid Georgia Class C driver’s license. Ability to meet necessary requirements of Appraiser I as mandated by the Georgia Department of Revenue. SALARY, SCHEDULE AND BENEFITS This is a full-time hourly (non-exempt) position with salary commensurate with experience and certification level. Normal work hours are Monday - Friday from 8:00 AM - 5:00 PM. Some overtime work may be required.
