The United States Department of Agriculture Office of Inspector General (OIG) is awarding a call off a Facilities Support BPA that will provide professional facilities support services necessary to develop, manage, and execute a national strategy for space planning, real property management, and facilities engineering in support of federal facilities infrastructure and capital acquisition requirements. Essential Duties and Responsibilities: The primary responsibilities of the position will include but are not limited to: Provide expert management of the agency’s real property portfolio to ensure accurate inventory, compliance with federal policy, and support for capital planning. Manage real property data, records, and reporting in accordance with federal requirements. Conduct evaluations of real property assets to support capital acquisition planning and facilities infrastructure decisions. Validating assignments of employees and assessing site conditions. Assist the COR to develop and maintain real property policies, procedures, and program documentation. Support the agency’s national strategy for facilities infrastructure by ensuring real property data accuracy and alignment with space and design requirements. Prepare required federal reports, performance metrics, and program evaluations. Coordinate with internal and external stakeholders to ensure compliance with federal real property regulations. Oversee on site office moves, relocations, configurations, furniture delivery and assembly, or other in-office requirements. Applying federal real property policies, regulations, and guidance (e.g., FRPP reporting, OMB Circular A-11, Executive Orders related to asset management). Conducting site visits to OIG and other locations in assigned region to assess utilization, condition, maintenance and repair needs, and escort required contract staff to perform maintenance. Requirements Four (4) years of demonstrated experience managing a real property program for a federal facility, including policy, implementation, evaluation, maintenance oversight, reporting, and evaluation. Two (2) years of demonstrated experience entering, validating, and reconciling federal real property data. Two (2) years demonstrated experience conducting site visits to Federal locations assessing utilization, condition, maintenance and repair needs, escorting required contract staff to perform maintenance or other required facility management needs. Two (2) years demonstrated experience conducting evaluations of real property assets validating assignments of employees and assessing site conditions. Two (2) years demonstrated experience overseeing on site office moves, relocations, configurations, furniture delivery and assembly, or other in-office requirements Ability to read, write, speak, and understand English fluently. Shall be citizens of the U.S. Possess computer skills to include basic knowledge sufficient to complete internet searches and prepare/edit documents utilizing word processing or spreadsheet applications.
