WHAT YOUR JOB WILL BE LIKE

We are seeking an Emergency Management Dispatch-Telecommunicator/Communications Specialist that is responsible for all hazards incident communications and coordination for emergencies and disasters that impact Sandia National Laboratories (SNL)! EM activities include the following: responsible for incident management and coordination for the Laboratory, effecting tactical actions during emergency response, categorizing and classifying events, establishing initial and ongoing protective actions; coordinating with offsite agencies during emergencies; participating and supporting in complex drills and exercises; supporting and implementing emergency preparedness; providing a 24/7 operations/communications center; analyzing and mapping hazards at the Laboratory; implementing emergency response capabilities in support of the Wildland Fire Program for the Laboratory in conjunction with federal, state, local, and tribal authorities.
This position supports incident management and coordination activities by receiving, gathering and assessing information regarding abnormal or unusual events and emergency conditions. The new telecommunicator will deploys SNL emergency response assets, such as Sandia Agency Representatives, EMS resources, Kirtland AFB Fire and Emergency Services, Emergency Response Teams, and other command advisors, as required across the laboratory. Additionally, they will: Support incident coordination with internal and external emergency response organizations and agencies. Implement and coordinate workforce protective actions using technology/systems. Serve as an extension of the Emergency Operations Center (EOC) Communications Unit during EOC activations. Monitor the laboratory fire alarms systems and facility control systems and takes actions in accordance with procedures and protocols. Conduct time critical incident notifications to a diverse set of laboratory partners to include contractor and federal senior leadership. Monitor and tracks SNL international travelers to ensure worker safety during international incidents (terrorism, natural phenomenon, etc.). Develop, review, and provide input on EM plans, procedures, checklists, and protocols, as assigned and participates in drills, exercises, and program assessments, as assigned. Perform all necessary shift administrative duties. Maintain communication logs, emergency information files, and laboratory system records. Manages controls in accordance with standard procedures. Reports any observed deviations to on-call personnel.
You will be the Laboratory’s primary point of contact for incident notification, reporting and coordination of emergency and non-emergency activities and ensures the implementation of appropriate emergency plans, procedures, and checklists in accordance with Federal laws, DOE orders and other related DOE directives and guidance. The EMCC Telecommunicator communicates time urgent decisions to include categorization and classification of operational emergencies, initial protective actions, making time-constrained internal and external emergency notifications, assessing actual or potential impacts from severe weather, and assessing the need to activate the Emergency Response Organization (ERO).
Applicants should have demonstrated skills, knowledge, and experience in emergency management, public safety, security or related fields. Telecommunicators may frequently use and apply EM standards, principles, theories, concepts, and techniques. They may perform some non-routine tasks requiring the exercise of independent judgment. Additionally, this position provides solutions to a variety of problems of moderate scope and complexity. This job includes some responsibility for end products and follows established procedures for routine work.

IT ALSO REQUIRES THE ABILITY TO GAIN KNOWLEDGE AND EXPERIENCE WITH:

  • Procedures for monitoring alarm systems and take proper action as required.
  • Applicable federal and state emergency management and emergency response laws, regulations, executive orders, Department of Energy (DOE) Orders related to emergency management and emergency response.
  • Laboratory’s emergency, security and safety policies, practices, and procedures.
  • Potential hazards and proper procedures involved in emergency response to fire, explosions, chemical, radiological, security and/or natural disaster situations.
  • Ability to establish and maintain internal qualifications and external certifications to include but not limited to SNL Telecommunicator Qualification, Emergency Medical Dispatch (EMD) license, FEMA training certifications and CPR/AED certification.
    This is a recurrent employee position, meaning the position is required to hold a specific certification and license. Recurrent employees are part-time employees reporting to meet minimum force requirements in special operational areas.

QUALIFICATIONS WE REQUIRE

  • High school diploma plus three or more, years’ experience or equivalent of combination of education and relevant experience.
  • Have a state of New Mexico Emergency Management Medical Dispatcher license.
  • Experience in law enforcement, fire, rescue, security, medical dispatching, other emergency service, 311 or cooperate communications and/or dispatch center.
  • Experience and demonstrated proficiency using computer systems such as Microsoft Office Suite and other computer software systems used by emergency response organizations and communications centers.
  • Ability to obtain and maintain a DOE Q-level security clearance.

QUALIFICATIONS WE DESIRE

  • Experience working with radio and notification communications systems, multiple monitoring computer consoles, data collection and recording systems, computer aided dispatch systems, and/or other emergency response and management support systems.
  • Experience working within the National Incident Management System/Incident Command System with Emergency Operations Center, Public Safety Agency, or emergency services organization.
  • Completion of Federal Emergency Management Agency (FEMA) courses.
  • Experience in supporting incident management and coordination activities involving emergency response to fire, explosions, chemical, radiological, security and/or natural disaster situations.Experience in procedure and training development.
  • Associates or bachelor’s degree in emergency management, business studies, public safety, communications, occupational safety, or related field and (3) years of experience, or an equivalent combination of related training and experience; or working towards completion of same.
  • Experience working in fast-paced, multitasking work environments; with the ability to quickly adapt and prioritize multiple work tasks.Excellent interpersonal and communication skills, both written and verbal, and the ability to effectively present detailed information in a clear and coherent manner.
  • Positive demeanor and contributing employment history.
  • Knowledge of word processing, computer programs and other software packages.
  • Knowledge of established procedures for answering multiple radio and telephone lines.

NNSA REQUIREMENTS FOR MEDPEDS

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
