Job Details Job Location: AOK-Oklahoma City Red Shield Youth Center - Oklahoma City, OK 73129 Position Type: Full Time Regular Job Summary: Plans, coordinates, directs, evaluates and manages the overall daily operations of the designated Center, with the primary concern for programs and service delivery, supervision and training of staff, facilities management, program safety, community relations, and youth membership administration. Manages the delivery and supervision of a variety of youth programs within a specific center. Supervises a team of Youth Development Professionals ensuring compliance with operational, program and safety standards. Coordinates services with local schools, referral sources, and students. Represents the Center in the community and builds a professional and positive image of The Salvation Army. May be required to transport youth center members and staff to/from center and approved activities and events. Serves as a liaison with Corps programming staff to identify and incorporate mission alignment and outcomes. Participates in the Salvation Army’s ministry advancement by collaborating with the Salvation Army Officers to ensure Red Shield Youth Centers provide an engaging, enriching and empowering environment where youth develop Christ-like character, preparing them to become tomorrow’s leaders Operational Standards: Ensures compliance with all Operational and Safe from Harm Standards of the Red Shield’s Youth Centers by executing all programs and activities with a high level of quality and demonstrates a commitment to driving impact and demonstrating outcomes that drive change. Program Operations Management Responsibilities (20%) Manages the daily facility operations and approved program operations for a designated Center; ensures facility operations and regular daily programming are conducted according to the design and intent set forth in the operational plan. Reviews programming schedules and ensures alignment with program curriculum and activities. Ensures that programs operations are safe and drive desired outcomes. Establishes program operations and objectives consistent with organizational goals and missions. Demonstrates accepted youth development leadership skills to assure conduct, safety, and development of youth. Participates in youth program activities to maintain good public relations for programs, services, and activities. Works with the Manager of Program Services monthly or reviews and updates the supplies, equipment, and curriculum needed to conduct programs safely and effectively. Reviews program standards and staff requirements needed to conduct programs. Reviews and updates parent communication, procedure, policy, and collateral material on a regular basis; ensures the regular and ongoing implementation of parent activities and orientation. Ensures regular and ongoing review and coordination with service partners and other internal programs. Detects and responds to emerging and ongoing trends, needs, and issues in the programs in a timely and effective manner. Provides customer service to parents and the community to establish good parent and community relations and in the event of complaints and concerns; addresses and elevates concerns or potential concerns in a timely manner. Maintains contact as needed with external community groups, schools, member’s parents, and others to assist in resolving conflicts. Manages daily operational support and responds to routine questions and needs for support. Always represents The Salvation Army in a positive and professional manner. Coordinates and collaborates with all areas of the center and senior leadership team to be successful in this position. Maintains close, daily contact with Center staff, Center youth and supervisor to receive/provide information, discuss issues, explain or interpret guidelines/instructions, instruct and advise/counsel. Staff Supervision & Training Responsibilities (20%) Supervises and evaluates the work of the program staff responsible for the development and delivery of all programming activities and events. Ensures the program staff conducts program activities in accordance with operational standards and program objectives/outcomes. Recruits, hires, and trains staff to effectively deliver programs and maintain high quality standards. Meets regularly with the program staff to establish program and training needs. Manages the staff required to carry out the functions of the programs and responsibilities of the position. Supports and responds to staff to meet their daily needs. Ensures consistent and regular implementation of policy and procedure with all personnel. Assists in planning and implementing staff development and training program in collaboration with the Center team. In conjunction with the program staff, onboards and trains staff on an ongoing basis to ensure a prepared and engaged program staff to meet current needs of youth and funding requirements. Collaborates with Human Resources to ensure Staff cleared to drive on behalf of the Center. Supervises or ensures supervision of all volunteers. Ensures the accuracy, integrity and security of all program data and memberships. Facilities & Fleet Management Responsibilities (20%) Manages the safe use and routine maintenance of the Center facilities and equipment year-round; ensures the Center is ready for programming on time and on a regular basis to support programming and staff in all facilities; ensures repairs and maintenance needs are communicated and followed up on a timely basis with maintenance staff; ensures a daily, and as needed, assessment of the Center is conducted to reduce risk and promote cleanliness; ensures the janitorial staff maintain the Center in a clean and safe manner. Ensures fire extinguishers are inspected annually. Participates in addressing Center facility concerns as needed. Uses surveillance and security data to identify and address potential threats and weaknesses. Coordinates shared Center spaces to satisfy partnership needs while simultaneously meeting program requirements. Manages the safe and routine use of the fleet of buses/vehicles year-round; monitors GPS system for fleet, if applicable; ensures the fleet of buses/vehicles is safe, road ready and clean. Monitors and manages fleet repairs and regular maintenance n a timely basis; ensures registration, insurance and inspection stickers are up to date and always located in the buses /vehicles; ensures that all vehicle logs are maintained and inspected on a regular basis. Program Safety Responsibilities (20%) Monitors and evaluates all Center space and activities and provides leadership necessary to ensure daily operations and programming support the safety of staff, youth, parents, visitors, center facility; ensures the implementation of sound safety practices throughout programming. Takes all necessary and reasonable precautions to protect youth, staff, equipment, materials, and facilities. Evaluates, detects, and identifies potential risks/issues at centers and reporting to Corps Officer immediately; ensures that all safety hazards within the center facilities are addressed immediately and that correction, repair and/or replacement of broken equipment or damaged facilities is taken care of. Plans, develops, and implements safety training and reviews safety risks with face-to-face training of staff. Collaborates with Center staff on an ongoing basis to ensure understanding and support for safety procedures and protocols. Completes safety and health checklist at each Center monthly as assigned by the Corps Officer; ensures all accident and incident reports are completed, up to date and submitted to the administrative office for archiving; ensures that outdoor learning and sporting areas are well maintained and have no safety issues. Plans and prepares for emergency responsiveness; ensures emergency Preparedness Plans are complete and posted in all locations and are practiced regularly. Ensures Emergency Response numbers are posted and there is up-to-date family contact information and authorization for emergency care for each child readily available. Ensures all center first aid kits are stocked on a regular basis. Serves as point of escalation, feedback and approval for reportable incidents and ensures the timely reporting and follow up of incidents and accidents. Conducts safety and risk management planning and explores needed operational improvements; provides recommendations to improve compliance with operational standards; ensures safety procedures are reviewed regularly, implemented, and inspected for compliance; ensures safety assessments and member feedback are reviewed and used to improve practices. Serves in a leadership role in Red Shield Youth Center Safety Committee and serve as a key player in the development of institutional policies, procedures, and practices. Program Evaluation, Data Management & Resource Management (10%) Assesses the effectiveness of center programs through data collection, analysis, and reporting to identify areas for improvement. Trains and supports staff to use data and reporting to support data-based decision making at the center level and program level. Collaborates with center staff to maintain accurate records of student progress, program attendance, and required reports to meet organizational and regulatory compliance. Partners with parents & schools to track and support student progress. Manages the comprehensive collection and reporting of information for programs; ensures the regular review of routine processes for data collection and reporting. Structures the database(s) and reporting to align with programming goals and reporting requirements. Completes the regular and as needed reporting to funding agencies and donors on program performance. Develops and manages the center program budget, ensuring efficient allocation of resources. Community Engagement Responsibilities (10%) Collaborates with the program staff build relationships with local schools, libraries, colleges, and other community organizations to access additional resources and support for youth. In conjunction with the program staff, develops collaborative partnerships with other youth serving organizations, youth, parents, families, and community organizations. In conjunction with the program staff, increases visibility of Center programs via posting of events, announcements of upcoming events and the dissemination of timely information for the development of advertising and promotion through mailings, fliers, and media releases. Other Responsibilities: May be responsible for safely transporting center members and staff to or from school, activities or programs, and is responsible for the proper reporting of maintenance, cleanliness, and safety needs of the assigned vehicle. May provide leadership or supervision for special programs and/or events. Participates in the implementation of other activities, as necessary. May consult with parents concerning youth and center issues. Performs other duties as assigned. Qualifications Education and Experience: Bachelor's degree from an accredited college or university in a related field And Three (3) years of proven experience in managing programs for youth, preferably in an after-school or community center setting. Or Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Position requires regular business hours, afternoon, evening, nights, and weekends as needed to provide oversight to programs, attend events and address urgent matters. Licenses and Certifications: Valid State Driver’s License Must be able to obtain CPR and First Aid certification
