EDUCATION

  • Master’s degree in Migration Studies, Demography, Political or Social Science, Statistics, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

EXPERIENCE

  • Experience in information management, emergency humanitarian operations management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products;
  • Strong knowledge of DTM methodologies and standards;
  • Previous experience in country level DTM implementation is a strong asset;
  • Proven experience in humanitarian and migration data report development and review;
  • In-depth experience in advanced data visualization and information design;
  • In-depth knowledge of the latest technological developments in information technology and information systems;
  • Demonstrated experience in leadership in the context of partnership building and consensual decision-making; and,
  • Experience with handling confidential data.

SKILLS

  • Proven skills to analyse statistical information and data (including familiarity with data analysis software such as Python, R, SPSS, STATA, Jamovi, etc.);
  • Ability to formulate IM-related technical requirements and operating procedures;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;
  • Ability to compile and holistically analyse diverse datasets;
  • Demonstrated team building and information management skills;
  • Demonstrated understanding of different data collection and statistical methodologies; and,
  • Knowledge and understanding of relational data theory (advantage).
Responsibilities

RESPONSIBILITIES

  1. DTM Programme Development and Support:
  • Coordinate and support the design, setup and roll out of new DTM initiatives and capacity building activities in accordance with IOM’s Strategic Plan, and global standards

and methodologies, in close coordination with the global DTM Support Team and Global Data Institute (GDI);

  • Guide and support Country Offices in the use of IOM DTM methodologies based on the DTM methodological framework, standardized tools, implementation approaches and Information Management mechanisms to fit requirements at country level, while ensuring compatibility and efficient workflows with DTM global data standards and central data warehouse;
  • Coordinate and support the implementation of mechanisms for compliance and quality standards of implementation, output, and deliverables at regional and country levels, in coordination with the global DTM Support Team; and,
  • Support data for solutions to displacement programme development and support.
  1. Technical Support and Capacity Building:
  • Manage the technical aspects of Regional Data Hub (RDH) Information Management (IM) initiatives and ensure synergy of various related tools and systems development at the regional, country, and Headquarters (HQ) level;
  • Ensure synergy of various related tools and systems development at regional, country, and headquarters levels;
  • Coordinate data management processes of the regional data warehouse and ensure that the various data sources are up-to-date and available to inform analysis and sharing; and,
  • Coordinate the development of methodologies and the tools for various data collection including at regional and country level as needed by regional mixed migration, mobility and displacement programming.
  1. Data Analysis and Reporting:
  • Provide monitoring and advice on the production of information products in relation to regional and country-level mobility data sources, including, but not limited to, analytical and statistical reports, maps and other relevant products, to ensure their highest possible quality; and,
  • Ensure knowledge management in relation to DTM data assets and operations within the region and support their use to enable the work of other global operations pillar

programmes in pursuit of IOM’s strategic objectives.

  1. Coordination and Partnerships:
  • Provide regular information updates to relevant units and the global DTM Support Team;
  • Develop and support, in coordination with Country Offices, operational partnerships with central and local authorities, service providers, agencies, and NGO partners to ensure effective implementation of DTM activities at national and district levels; and,
  • Participate in relevant meetings and undertake duty travel relating to DTM operations assessment, liaison with counterparts, problem solving, and set up of new project/programmes, as required.
  1. Good Data Practice and Dissemination:
  • Ensure timely preparation and generation of information products;
  • Accompany and support the adoption of the DTM data toolkit for good data practice implementation;
  • Adhere to IOM data protection, governance, protection-based approaches, and security standards;
  • Consider ethical data collection, use, sharing, and dissemination;
  • Represent IOM in working groups and provide strategic input; and,
  • Perform such other duties as may be assigned.
