Context Launched in August 2022, with funding from the European Union, the Migrant Protection, Return and Reintegration Programme in Sub-Saharan Africa (MPRR – SSA) enables migrants who decide to return to their country of origin to do so in a safe and dignified manner, in full respect of international human rights standards and the principle of non-refoulement. In close partnership with state and non-state actors, it provides assistance to returnees to help them rebuild their lives in their country of origin through an integrated approach to reintegration that seeks to address the economic, social and psychosocial needs of returnees while including their communities in the reintegration process. Under the overall supervision of the Regional Director in Dakar and the direct supervision of Senior Regional Programme Coordinator (MPRR-SSA) in Dakar, the Regional Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will oversee the monitoring and evaluation aspects of the MPRR-SSA programme at the regional level. In particular, the Regional Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will work as a technical lead in providing monitoring and evaluation (M&E) advice, guidance, supervision and recommendations to Country Offices (CO) in the Region to ensure that the M&E systems meet the needs of programmes and senior leadership and are in line with the specific donors' requirements. The Regional Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will oversee and manage M&E system implementation, including monitoring, Accountability to Affected Populations (AAP) initiatives, support assessments, M&E budgeting and recruitment, and will mentor and/or strengthen the capacities of programme staff in the COs and partners in M&E.
Responsibilities
The Regional MEAL Officer will oversee the monitoring and evaluation aspects of the MPRR-SSA programme at the regional level. They will provide M&E advice, guidance, and recommendations to Country Offices to ensure effective implementation of M&E systems.
