Description
The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky’s current and future workforces. The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities.
We are seeking a Regional Program Manager to oversee a multi-county region and the execution of a human services program.
This position serves the counties of Fayette, Kenton, Franklin, Boyle, and Madison.

Key Responsibilities:

  • Coordinates and oversees the activities of vocational rehabilitation offices in the region.
  • Ensures consistent application of applicable statutes, regulations, policy and procedure.
  • Ensures consistency and efficiency of provision of services.
  • Monitors expenditures in the region.
  • Serves as liaison between agency and workforce development area partners.
  • Coordinates resource sharing in region offices.
  • Coordinates scheduling, delivery and coordination of services.
  • Supervises and evaluates the work of vocational rehabilitation managers in the region.
  • Works with managers on staffing solutions, personnel requests and actions.
  • Provides technical assistance to rehabilitation services staff and coordinates with partners on actions relevant to state and federal regulations.
  • Travels extensively throughout region. Makes frequent site visits to offices in region to communicate agency goals and program activities and to assess office needs and performance.
  • Attends meetings as representative of the agency and division.
  • Meets with public in region to explain programs, policies and regulations.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.
EXPERIENCE, TRAINING, OR SKILLS: Five years of experience in the administration of or the direct delivery of social services, health services, or employment services to client.
Substitute EDUCATION for EXPERIENCE: Graduate study in social services, health administration, public or business administration, or a related field will substitute for the required experience on a year-for-year basis up to a maximum of two years.
Substitute EXPERIENCE for EDUCATION: Administrative and/or management experience in any of the above mentioned fields will substitute for the required education on a year-for-year basis.

Working Conditions
Works primarily in an office setting. Occasional travel required within region and to Frankfort.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
