Introduction to role The Regional Study Budget Developer is responsible for developing and managing country and site level study budgets across assigned regions. Working in close partnership with the Global Study Budget Developer, this role translates global study budgets into robust, compliant country budgets and coordinates any required updates throughout the life of the study. A key focus is ensuring all study costings align with Fair Market Value standards and regulatory requirements, supporting ethical and compliant clinical research. Covering multiple countries and regions, this position provides subject matter expertise to the wider team and helps shape how studies are costed and delivered. Accountabilities Translate global study budgets into detailed country and site level budgets that comply with internal policies and external regulations in assigned regions and countries. Assign CPT codes for all study activities using the FMV tool, ensuring accurate and compliant cost allocation. Identify general site costs and other invoiceable items that must be included in country budgets, capturing the full financial impact of each study. Oversee and coordinate site budget partner concerns, resolving issues and supporting negotiations as needed. Monitor and analyse industry trends to inform budget assumptions and maintain competitive, compliant costings. Provide expert guidance and technical support during budget development, including assessing protocol amendments and determining when budget updates are required. Stay informed about assigned therapeutic areas and key studies to ensure budgets reflect current scientific and operational realities. Ensure adherence to AstraZeneca’s Code of Conduct and all relevant policies, collaborating with the Global Budget Developer to finalise country budget templates. Track budget progress and maintain accurate documentation of country and site specific costs, justifications, issues, and amendments. Train and mentor new team members in budget development methodologies, tools, and standards. Support process improvements, knowledge sharing, and best practice adoption across teams to enhance budget quality and efficiency. Assist with internal and external audit activities by providing clear documentation and expert input on study budgets. Essential Skills/Experience Bachelor’s degree in related field, preferably in life science, finance, or related field. 2-4 years of experience in clinical study budget development or related roles within the pharmaceutical industry. Strong understanding of clinical operations (including study design and awareness of specific site costs associated with clinical studies). Knowledge of compliance requirements and industry regulations guidelines in assigned regions/countries. Familiarity with international guidelines ICH-GCP; basic knowledge of GMP/GDP. Strong analytical skills with the ability to interpret complex protocols. Ability to collaborate effectively in a remote environment with various internal stakeholders. Detail-oriented with excellent time-management skills, capable of managing multiple tasks with conflicting deadlines. Flexibility to adapt to changes in study design, protocol amendments, and unexpected challenges which may arise. Good communication and interpersonal skills. Experience with FMV tool(s). Desirable Skills/Experience Knowledge of therapeutic areas relevant to AstraZeneca’s portfolio. Comprehensive knowledge of medical/CPT coding (procedures and non-procedures) across therapeutic areas. Ability to manage change with a positive approach for self, team, and the business, viewing change as an opportunity to improve performance and add value. Track record of identifying and championing more efficient and effective methods or processes for delivering quality clinical trials with optimised budgets and timelines. Good cultural awareness and sensitivity when working across multiple countries and regions.
