DP World are currently recruiting for a Regional TOS Application Manager Europe who will oversee the implementation, optimization and continuous improvement of our Terminal Operating System across DP World’s European terminals. You will be the primary liaison between local operations teams, IT, vendor partners and the global digital center of excellence, ensuring that the TOS drives operational efficiency, data integrity and seamless customer service.

YOUR KEY SKILLS:

  • Bachelor’s degree in computer science or equivalent professional experience within the logistics and supply chain industry
  • Experience at a senior project manager level with appropriate software development experience
  • Worldwide experience of TOS implementations;
  • Extensive experience in TOS tenders including definition of tender documents, RFI, RFP, gap analysis, detailed specification of requirements, vendor commercial negotiations, contracts and contract management;
  • Specific experience on automated container terminals;
  • Automated terminals : similar role as for the TOS tenders for all IT related scope of supply such as fleet control systems and equipment interfaces with control systems;
  • Proven knowledge and experience with several TOS products from the complete TOS vendor landscape (including NAVIS and ZODIAC)
  • Software development processes;
  • International Project Management;
  • In depth knowledge of Container Terminal Operations and TOS;
  • Container Terminal Industry vendor knowledge (TOS, CHE, IT, OCR, PDS, Reefer Monitoring, Automation);
  • Approachable but able to deal efficiently with conflict management;

Responsibilities
  • Define a three-year TOS roadmap for Europe, aligned with DP World’s global digital strategy.
  • Establish and maintain TOS configuration standards, data governance policies, and change control processes to ensure system consistency and security.
  • Collaborate with Finance to define and monitor the regional TOS budget, ensuring cost-effective solution delivery.
  • Lead full lifecycle TOS projects—requirements gathering, configuration, testing, training and go-live—for new terminals and significant upgrades.
  • Convene regular steering committees with Operations, IT, Safety, Security, Customs and Commercial teams to align deliverables and timelines.
  • Identify project risks (technical, regulatory, resource) and develop mitigation plans to minimize business disruption.
  • Use dashboards and automated alerts to monitor uptime, transaction volumes, exception rates and user satisfaction.
  • Analyze end-to-end workflows (e.g., gate processing, yard planning, vessel operations) and implement TOS-enabled process optimizations to improve throughput and reduce dwell times.
  • Oversee a central ticketing queue for TOS incidents, prioritize fixes and drive lean change-control processes for configuration updates
  • Negotiate and manage SLAs with TOS vendors and third-party integrators; track performance against KPIs.
  • Serve as primary escalation point for vendor issues, coordinate quarterly business reviews, and advocate for product enhancements based on regional needs
  • Present monthly performance reviews to regional and global leadership, highlighting system ROI, project status, and risk areas.
  • Cultivate a community of “super-users” across terminals—host quarterly forums to share best practices, lessons learned, and roadmap updates.
  • Create detailed training curricula, e-learning modules, quick-reference guides and system manuals.
  • Design and execute change-management plans—including stakeholder analysis, communication schedules, pilot programs and user feedback loops—to drive high adoption rates.Maintain a certification program for terminal super-users and trainers to ensure consistent skill levels across sites
