ABOUT THE JOB.

National Highways have an excellent opportunity for a Regional Utility Manager to join our newly formed Significant Projects Programme team within Major Projects.
As the Regional Utility Manager, you will lead on all matters relating to Statutory Utilities to assure the commitments and strategic data led approach to delivering at pace, as part of National Highways key commitments as a Provider of the Strategic Road Network set and measured against its customer focused vision.
Within this senior role, you will set out and lead on the collaborative vision for National Highways in partnership with our external Statutory Utilities on the rapid roll-out of key infrastructure focused on the East of England to support economic growth through an empowering, empathetic and assurance programme service delivering complex statutory utilities interactions.
You will be a senior member of the Significant Projects Programme SU Service that is seen as a centre of excellence and assurance service across the National Highways Utilities Portfolio in excess of £900m, supporting in areas such as Operational Delivery, Enhancements, Significant Structures and 3 rd Party Projects for engaging with and coordinating with Utilities.

You will also draw on your recognised industry knowledge to lead on a strategic SU integration, intent and innovative delivery approaches that supports the drive for efficiencies and de-risking of the start of works commitments on behalf of our Stakeholders, DfT and Government.

  • Provide specialist advice on and promote all matters relating to statutory utilities, NRSWA processes (New Roads & Street Work Act).
  • Provide support and expertise to the Development and Consent Order Programme Management team and project teams
  • Liaise with legal services framework contract to manage specific bespoke utility works agreements
  • Actively manage portfolio utility organisational relationships and incentivisation models moving away from transactional project-based delivery.
  • Manage, maintain and support collaborative relationship building at regional and national levels with statutory utilities to improve engagement, stakeholder insight and programming opportunities.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
